Background
The
World Food Programme in Indonesia provides technical support to
Government of Indonesia on analysis and monitoring of the food security
situation across the country. A broad monitoring
system for Indonesia which examines the impact of climate and natural
disasters on the population is crucial to mitigating risks. In the
current context in Indonesia, the impacts of El Nino have raised serious
concerns on the impacts of drought on food security
and beyond. As the impacts of El Nino span multiple sectors, several
government actors are collecting and processing data. However, much of
this data is not geo-referenced in a standard form nor is it
centralized. The lack of centralization and standard geo-referencing
slows the ability of Government of Indonesia to monitor the situation
and appropriately take action. As part of WFP’s role in providing
technical assistance to government, an experienced Spatial Data
Management specialist is sought to be embedded within BNPB
for a three month consultancy.
Objectives and scope of work
The
overall objective of this consultancy is to create standards for
spatial data relating to drought and flood risks, define workflows for
government staff at all levels (district to national)
to input and access spatial data, and create a spatial data
infrastructure within BNPB that is sustainable beyond the consultancy.
All of these objectives will be obtained through a focused capacity
development approach. Ultimately these outcomes will lead
to timely and useful information that can be used by multiple
government entities to mitigate the agricultural and socio-economic
impacts of drought and floods. The selected consultant will work
closely with a Remote Sensing specialist who will also be embedded
in BNPB for the duration of the assignment.
Specifically, the consultant will:
- Identify datasets relevant for monitoring the impacts of El Nino in Indonesia. These include datasets collected by government as well as remote sensing data and other relevant sources.
- Research geo-referencing standards established within Government of Indonesia, identifying any gaps and discrepancies. If required, publish and circulate geo-referencing standards to be used by BNPB which are synchronized with existing government standards.
- If not already established, create a spatial data infrastructure within BNPB which aligns with broader infrastructure managed by BIG.
- Create processes for acquiring and processing identified datasets with as much automation as possible.
- Identify data to be collected by BNPB counterparts at provincial and district level which can be reported and integrated into drought and flood risk analysis in a time efficient manner.
- Work with district and provincial staff to guide them on data acquisition, geo-referencing and data management processes.
- Support the development of guidance materials, tutorials and training materials for BNPB staff and Government of Indonesia broadly.
- For all of the above tasks, place significant emphasis on capacity development and mentoring of BNPB staff.
- Provide support to the Remote Sensing specialist as required.
Duration and location
This
consultancy is required to begin as soon as possible for a period of 3
months. The consultant will be based in Jakarta and work within BNPB’s
offices. She/he will be required to periodically meet with WFP
in Jakarta to report on progress and issues faced.
Minimum qualifications and experience
The consultant must have:
- At least three years of experience in building spatial data infrastructures using both proprietary and open source software, data management and processing large datasets. Experience utilizing remote sensing data for monitoring drought and identifying flood risks is highly preferred.
- Master’s degree or higher in GIS, computer science, information management or a related field.
- Ability to work closely with Government in a capacity development function.
- Excellent written and communication skills in Bahasa Indonesia and English.
The ideal candidate will also have:
1.
Programming skills in Python and SQL.
2.
Experience with GIS Server tools such as ArcGIS Server and GeoServer.
3.
Experience in managing distributed geodatabases.
