UCLG ASPAC Job Vacancy: Project Coordinator and Knowledge Specialist - Indonesian

Background InformationSince 2013, Indonesia has prepared an initiative on knowledge sharing through the spirit of Global Partnership and Effectiveness Development Cooperation (GPEDC), with the aim to extend the experiences and lesson learnt to be implemented into developing countries. Knowledge sharing is a powerful and useful agenda in GPEDC to be implemented on a global scale, regional and domestic. Indonesia proposes to develop the Country Led Knowledge Hub (CLKH) in order to support the achievement of the MDGs and the implementation of the Post-2015 Development Agenda both for Indonesia's development as well as for other developing countries by improving the quality of evidence-based national and regional development planning that support the achievement of development goals through knowledge sharing and lessons-learned of easy adoptable solutions.

In order to develop knowledge sharing and Country Led Knowledge Hubs (CLKH), Bappenas IDC is seeking to establish the pilot of the Knowledge Centre (KC) as a “hub” that is a centralised repository of information, dynamic and integrated knowledge and smart practices where different stakeholders can access development practices. The overall activity will focus on sharing development experiences by replicating smart-practices across Indonesia region to improve Indonesia’s capacity. It will use strategy by implementing full cycle of quick wins of smart practices in 2015 to 2016.

KSI is also keen to support Bappenas IDC to develop an evidence investment strategy to acquire and share relevant knowledge and capacities. In providing the support to Bappenas IDC, KSI support the implementation of smart practices as a pilot project. This pilot project would be projected to record the lesson learned to develop a system and mechanism of a KC.

As outlined in the Medium Term Development Plan (RPJMN) 2015-2019, Indonesia has priorities of development agenda that includes in area of maritime, basic infrastructure, energy & electricity security, and health. In line with those agenda, implementation of smart practices piloting are considered as one of the potential solution. The potential smart practices will be implemented as a pilot project quick wins. The proposed projects are Micro-hydro in West Sulawesi, Water sanitation in West Nusa Tenggara (NTB), Malaria Center in North Maluku, and Energy initiative in East Java. These potential smart practices will be replicated by the selected piloting areas/locations, especially in eastern Indonesia and East Java. Those areas are considered to be in line with each those local government/RPJMD issues. The involvement of experts and/or service providers is needed to complete the success of smart practices replication. The expected role of this expertise would be in the capturing processes, such as system of finding, collecting, verifying available domestic needs and practices; and in production processes, such as translating tacit and explicit knowledge into adoptable, useable, informative materials processes.

Bappenas IDC is collaborating with United Cities and Local Government Asia Pacific (UCLG-ASPAC) and Bursa Pengetahuan Kawasan Timur Indonesia (BaKTI) as the service providers for implementing the pilot project of potential smart practices. This replication of pilot project is divided into two phases that each of the phases will implement 2 of 4 projects mentioned above. Phase I will implement the top two prioritized projects based on field assessment proposed to be conducted starting in July 2015.Thus, the remaining two projects will be considered to be implemented in the Phase II in 2016. This call for paper is intended for Phase I only.

Objectives of Assignment
The overall objective is to support Knowledge Center (KC)  IDC Bappenas in KM system is available and applicable and ensure efficient and effective implementation toward development of KC, as well as provide project implementation support to Bappenas IDC on day-to-day basis.

Scope of Works 

KM SpecialistThe role of the KM Specialist is to ensure that a KM system is available and applicable for the purpose of the Bappenas International Development Cooperation Directorate’s Knowledge Center (KC). This KM system will capture information and knowledge throughout various activities related with the KC’s activities.

The duties of the KM Specialist:
  • Develop a KM Strategy, which include an implementation plan. 
  • Ensure proper implementation of the KM Strategy. 
  • Ensure the availability of tools and processes.
  • Develop, maintain and ensure the availability of a hardcopy and softcopy library, including publications, articles, audio, video, and other media. 
  • Ensure to capture & extract relevant and important information and knowledge, including lessons learnt from processes and deliverables of the pilot project implementation as part of the KC’s activities for the input of KC tools and processes development 
  • Ensure a conducive environment for knowledge sharing.
  • Manage and maintain constant communication with Bappenas’ IDC, KSI and DFAT. 
  • Ensure periodical update and formal reporting to Bappenas’ IDC, KSI and DFAT. 
  • Ensure to build a system that is effective and efficient.
Notes:Result of KMS will further be developed into a KM system for the KC

Deliverables:
  • A KM/KC Strategy and implementation plan (annexes) for the pilot 
  • KM tools and processes 
  • Report of Management System. 
  • Knowledge Sharing Sessions toward comprehensive capacity building of Bappenas staff.
Qualifications
  • Minimal a Bachelor Degree in Knowledge Management, Psychology, Information Management or Engineering 
  • 5 years of relevant experience in the delivery of development projects 
  • Proficient in MS Office Suite of products
  • Have experience in website development. 
  • Have experience in working with government and donor projects. 
  • Effective communication skills including verbal, written and presentation skills 
  • Proven ability to work effectively both independently and in a team based environment 
  • Demonstrated willingness to be flexible and adaptable to changing priorities 
  • Strong multi-tasking and organizational skills
  • Based in Jakarta 
  • May require some travel.
Project Coordinator
The role of a project coordinator is to ensure efficient and effective implementation toward development of KC, Bappenas International Development Cooperation (IDC). This assignment will be to provide project implementation support to Bappenas IDC on day-to-day basis. As well as to support the coordination of two service providers to be recruited in collecting, producing and replicating knowledge in selected pilot areas.

The duties of Project Coordinator
  • Develop and ensure work plan and budget are executed in an efficient and effective manner.
  • Provide oversight and quality assurance of implementation activities and deliverables from service providers for the replication activities
  • Provide day-to-day project management support and implementation of pilot activities 
  • Collaborate with KSI and other resources team in developing the knowledge management system
  • Support strengthening of internal capacity of Bappenas IDC in managing knowledge extracted from smart practices
  • Act liaise between Bappenas IDC design team and KSI and other stakeholders
  • Lead organisation of regular coordination meetings, agenda preparation, meeting documentation, and developing and updating a log of all internal and external meetings (detailing and tracking decisions and follow-up actions 
  • Provide support to the procurement of external organisations as ‘service providers’ to Bappenas IDC in piloting the collection and dissemination of development smart practices across Indonesia in line with the rules and regulation 
  • Work closely with Bappenas IDC and KSI Team to organize, review and plan related activities, including drafting documents and action plan
  • Contribute substantive inputs to technical documents & action plan.
  • Support monitoring and evaluation of activities, including development of progress report
Deliverables:
  • Develop and submit monthly progress report, detailing all activities within the month include all supporting documents
Requirement for Experience and Qualifications:The successful consultant for a national consultant shall have these following qualifications:
  • Minimum university degree in economics, international relations, social sciences. A graduate degree is preferred; 
  • Minimum of 8 years of relevant working experiences, especially in administration, public policy, management, institutional development; 
  • Demonstrated professional competency in development project management, coordinating, managing activities within government ministry/agency and development partner; 
  • Demonstrated professional competency in developing budget for coordination and/design activities, including travel arrangements;
  • Proven experience working with government ministry with extensive network; 
  • Strong communication and organizational skills;
  • Proven high quality report writing skills in English and Bahasa Indonesia (e.g., TORs, work plan, budget, etc.); 
  • Ability to work in small team with minimum supervision; 
  • Ability to handle multiple tasks within tight deadline. 
  • Based in Jakarta, will require some travel within Indonesia.
