DAI, the implementer of the “USAID-funded Indonesia Urban Water,
Sanitation, and Hygiene (IUWASH) Project” invites qualified offerors to
submit proposals to supply and deliver “Develop a Web Based Application for
Credit Worthiness Ladder” in support of
program implementation. The USAID
Indonesia Urban Water Sanitation and Hygiene (USAID IUWASH) project is a
sixty-month program funded by the United States Agency for International
Development (USAID) and implemented under the leadership of DAI. USAID IUWASH
works with government, the private sector, NGOs, community groups and other
stakeholders to improve access to safe water supply and sanitation in
Indonesia’s urban areas. The expected results to be achieved are: (a) Two
million people in urban areas gain access to improved water supply; (b) 250,000
people in urban areas gain access to improved sanitation facilities; and (c)
the per unit water cost paid by the poor in targeted areas decreases by at
least 20%.
To achieve the above, technical assistance is divided in three main
technical components:
- Mobilizing demand for water supply and sanitation service delivery,
- Improving and expanding capacity for water and sanitation service delivery, and
- Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
ACTIVITY
BACKGROUND
The Credit Worthiness Ladder is a
tool to appraise PDAM’s business and financial risk based on several
indicators, such as debt management, profitability and tariff structure, cash
flow, customers, resources, government policy, etc.
The IUWASH Creditworthiness
Ladder is a monitoring tool composed of indicators commonly used by rating
agencies and commercial banks. In order to make the CL as “accurate” as possible,
IUWASH deliberately selected indicators commonly used by rating agencies and
commercial banks to gauge bankability. Thus, it may be considered as a
simplified proxy of a credit rating, as well as instructive to utilities in
helping to determine what steps they can take to achieve a higher credit
rating.
Nonetheless, the CL is not meant to replicate/replace the actual credit
rating process. The development of the CL is born out of the Project’s need
to monitor creditworthiness improvements resulting from technical assistance.
While it can be used as a learning tool, it does not replicate or replace a
credit rating, which ultimately reflects the collective opinion of a rating
committee. Further, the CL deliberately deemphasizes elements of creditworthiness
that are beyond the control of the water utility, such as the robustness of the
local economy.
OBJECTIVE
This project’s purpose is to develop a Web Based Application for CWL
with aims to: 1. Enable PDAMs to use the tool online 2. To digitally collect the
data filled by PDAMs 3. To automatically calculate PDAM performance based on
those data 4. To present the data to public / stakeholders Since the
application is web based, It will use PHP (Hypertext Preprocessor) as
programming language,MySQL as database, and HTML with HTML5 technology combined
with most famous JavaScript library, jQuery for the interface.
