International Organization for Migration Vacancy: Health Team Assistant III, Makassar

International Organization for Migration (IOM) Indonesia is looking for a Health Team Assistant III according to the terms of reference below:

Reporting directly to : Senior Migration Health Physician
Overall supervision by: Head of Sub-Office / RCA Programme Coordinator (Eastern Region) in Makassar

II. ORGANIZATIONAL CONTEXT AND SCOPE
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Under the direct supervision by Senior Migration Health Physician (SMHP) in Makassar and overall supervision by Head of Office / RCA Programme Coordinator – Eastern Region in Makassar and in close coordination with Senior Migration Health Adviser (SMHA) in Jakarta, the incumbent will provide assitance on medical case management, coordinate, supervise, and monitor the implementation of the health care assistance to migrants in Makassar who are referred to IOM care by Indonesian authorities. The incumbent shall also assist in other migration health related activities in eastern region as requested. The incumbent shall coordinate the activities of migration health team in the IOM sub office where he/she is based.

The incumbent is expected to carry out his/her duties in accordance with strictest moral and ethical standards and with due respect for gender and socio-cultural differences of the migrants.

III. RESPONSIBILITIES AND ACCOUNTABILITIES
  • Provide specialized assistance to the Senior Migration Health Physician (SMHP) in ensuring the effective management and implementation of migration health programme in Eastern region in line with strategic plan and logical frame works. 
  • Support Senior Migration Health Physician (SMHP) in the implementation and further improvement of existing health information systems for regular monitoring and reporting on health programme achievements, challenges/early warning system, and strategic needs.
  • Assist Senior Migration Health Physician (SMHP) on monitoring health programme in Makassar and eastern region by assessing verifiable indicators of achievement on a regular basis and provide progress report for regular evaluation of programme.
  • Supervise primary health service delivered by primary health care panel to ensure continuous provision of quality migration health services, and ensures that health assistance for beneficiaries adheres to essentials of primary care principles, rational utilization of referral to higher care level.
  • Liaise with IOM referral health panel (secondary and tertiary care facilities) to maintain quality assurance respecting IOM procurement and financial procedures and regulations
  • Liaise with relevant (health) authorities regarding the health issues of IOM beneficairies including managing their voice as well as inline within IOM Operations guideline
  • Assist SMHP to establish immigration medical examination and pre-departure medical check for fitness to travel of migrants both for local and international movement.
  • Assist SMHP on medical-case management by reviewing medical cases in secondary health care level and developing individual medical profile for migrant on distinc/significant medical condition needing tertiary care level
  • Manage medical record comprehensively from intake medical examination and primary care level to be linked to secondary/tertiary care level and immigration medical examination including pre departure health check which adhere to confidentiality of medical information.
  • Ensure that emergency medical referral systems are established in a time efficient medical attention to emergency medical needs in coordination with relevant authorities and IOM Health, Operations staff in the field, and panel health providers
  • Monitor and ensure the proper storage, maintenance and procurement of basic medical equipment and supplies for Migration Health Clinic including Emergency Medical Kits, Medical Escorts Kits, Mobile Migration Health Assessment Kits and other medical items. 
  • Perform other duties as may be assigned

Technical
  • Effectively applies knowledge of health issues in execution of responsibilities at appropriate level

V. EDUCATION AND EXPERIENCE
  • Indonesia National. 
  • Bachelor Degree in Medicine, Medical doctor will be preferable
  • At least 6 years of experience in clinical practice and/or family medicine, Independent program management skills, such as supervision capacity, quality assessment and control and report writing.
  • Proven capacity to develop and supervise quality control/assurance mechanisms in medical activities;
  • Previous work experience dealing with the health management and care of vulnerable groups; delivery of public health services, TB program , reproductive health services and/or maternal child health are distinct advantages.
  • Previous work experience in health insurance will be added value
  • Understanding of monitoring and evaluation of health programme
  • Knowledge in medical case management
  • Knowledge and experience in assisting emergency /clinical operations activities;
  • Excellent knowledge of structures and functions of district health office and ministry of health;
  • Excellent communication and negotiation skills;
  • Ability to prepare clear and concise reports as well as clinical reports and to arrange medical records;
  • Capacity to work effectively, strong strategic and creative thinking harmoniously with colleagues from varied cultures and professional backgrounds; 
  • Proficient in computer applications: Ms-Office (Word, Excel, Power point, Access
VI. LANGUAGES
Fluency in English and Bahasa Indonesia, both oral and written.
