SR. MARINE OPERATIONS MANAGER
Job Summary: Lead/supervise financial, HR and administrative support within Marine Program under direct supervision of the Sr. Operations Director, in close coordination with Marine Program Director and Operations Team in Jakarta. Oversee partners/sub-grantees/
stakeholders to ensure efficient, effective, and accountable project management. Manage finance, HR and administrative functions of the Marine Program as well as provide substantial operations overview/support/guidance to all marine site project areas (currently in Kaimana, Sorong, Manokwari and Bali).

Key Responsibilities:Compliance Management. 1. Ensure all Marine Program staffs have access to and are familiar with CI’s and donor’s procedures. 2. Conduct regular Operations training to all Marine Program Staff to ensure compliance with CI’s and donor’s procedures. 3. Conduct regular and surprise visit to all Marine Program offices to monitor the implementation of CI’s policies and procedures on daily basis.
Financial/Budget Management 1. Establish and maintain procedures to ensure CI’s and donor’s requirements for budget planning, monitoring and reporting are met. 2. Coordinate and review development of all proposal project/donor budgets and financial reports by coordinating closely with the Marine Budget and Grants Manager. This includes Support the project/donor agreements amendment as required.
HR Management 1. Coordinate with CII HR Manager and program staffs to support recruitment process including the development of Marine Program job descriptions, recruiting and conducting interviews and ensure those processes are documented. 2. Act as advocate within CI for development of institutional HR policies and procedures which are appropriate to local field working conditions. 3. Ensures compliance with both CI global policies and Indonesian labor laws.
Grants and Contracts Management 1. Coordinate and support the implementation of Project Management practices and guidelines in consultation with Marine Program Director and Program/Project Leads and ensures effective management of donor projects across regional program. 2. Coordinate and work closely with the Marine Program Director and other program units (i.e. Fund Raising and Grant Management Unit) to ensure implementation, proper oversight over external grant making processes, including review and evaluation of proposals, risk assessment of applicants, drafting of agreements, development of appropriate monitoring program, review of financial reporting, close outs, and associated documentation and record keeping. 3. Coordinate and work closely with other program units (i.e. fund raising and program) to ensure proposal budgets are appropriate to the program and in conformity with CI policy and donor requirements; program managers manage their work plans and budget and in conformity with donor requirements; donor communications appropriate and adequate.
Minimum Required Qualifications: Educations:
Master Degree in Finance/ Accounting
Experience & Skill:
- 7 - 10 years related experience in management of operations (administration, finance, human resources, grants resources and donor management) functions, preferably for an international NGO
- High-level skills in use of standard accountancy software including MS Excel
- Analytical: Utilizes effective problem solving and decision making models
- Excellent written and verbal communication skills including the ability to communicate effectively in English.
- This position will travel 30% of its time to the Marine Project office locations and Jakarta.
- Extensive Experience with diverse funding environment including US and European governments, multi-laterals, and large foundations
- Leadership skills to ensure coordination between operations, technical and programmatic units
- Flexibility and creativeness to adapt corporate practices to local context
- Have a strong and integrated personality, accountability, good interpersonal relationship to work in a team.
