CARE International Indonesia Job Vacancy: Endline Survey Consultant, Kupang

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and enterprise & economic development.

CARE International Indonesia  in Kupang (East Nusa Tenggara-NTT)  is currently recruiting the following position for its project: 

JOB TITLE: ENDLINE SURVEY CONSULTANT
DEPARTMENT/PROJECT: PROGRAM/PfR
REPORTS TO: PROJECT MANAGER
INTRODUCTIONFive humanitarian, development and environmental organizations have joined forces as ‘Partners for Resilience Alliance’ (PfR) consisting of Netherlands Red Cross (lead agency), CARE Netherlands, Cordaid, the Red Cross/Red Crescent Climate Centre, and Wetlands International with the aim of reducing the impact of natural hazards on vulnerable communities. The PfR Alliance has developed a 5-year, 9-country programme that addresses risk reduction in an innovative way. The programme will be implemented with partner organizations in nine countries in three continents (Nicaragua and Guatemala in Central America; Mali, Ethiopia, Kenya and Uganda in Africa; India, Indonesia and the Philippines in Asia). PfR is currently the largest programme of its kind at global level, allowing unprecedented opportunity for engagement in global, regional, national and local policy dialogues for more resilient communities.

The PfR work with both rural and urban communities in areas of increasing disaster risk and environmental degradation, spurred by climate change. The main focus is on disaster risk reduction (DRR), explicitly integrating both the need to address a changing climate context, and the ecosystems context of many aspects of disaster risk. The programme is not just about community-level implementation of disaster risk reduction interventions – it is also about identifying and testing new and combined approaches to building community resilience, and sharing the lessons to promote up-scaling and influencing policy development. Through its engagement in a range of countries, PfR will be able to test approaches in a range of very different environmental, social and cultural contexts, and to draw generic lessons for subsequent global sharing, outreach and policy dialogues.
PfR program is finishing in 2015. The alliance organization is now conducting End-line study and inquiry evaluation by individual implementing organization(s) at the respective country. For this End-line study and inquiry evaluation, PfR project by CARE International Indonesia and its implementing partner will hire a professional consultant.

RESPONSIBILITIES AND TASKSThe roles and responsibilities of the Consultant is to:
  • Review and revise baseline data collection tools (household survey) based on the project development along the period for use in the End-line study;
  • Process and analyze raw data collected within the scope of this TOR; analyze routine monitoring data (processed by PfR) as part of Inquiry Evaluation as appropriate;
  • Collect data to complete End-line Study and Inquiry Evaluation;
  • Write draft and final reports (inception and findings);
  • Present the results of the study to CARE-CIS Timor (in person presentation, i.e. PowerPoint);
  • Prepare the enumerator/data collector training in collaboration with PfR project and support team;
  • Conduct training with enumerator/data collector (1 day);
  • Ensure quality of data collection; and
  • Review initial data entry on daily basis to ensure data quality and consistency (preliminary checks conducted before data entry completed, going back to the enumerators in question to ensure completeness and soundness if required). 
The Consultant is not expected to do administrative work in terms of recruitment and hiring of enumerators/data collectors or data entry clerks as this will be done by CARE. The Consultant however may provide feedback and technical inputs to CARE at critical points throughout the study.

The consultancy is planned to start in September 2015 for a total maximum 30 (thirty) working days and the final report must be submitted to CARE by October, 2015.

QUALIFICATIONSThe required qualifications and experience are as follows:
  • Minimum 5 years of experience in administering studies, collecting data and producing quality baseline/End Line study report, preferably for international non-profit organizations or multilateral agencies; 
  • Masters degree or higher in international development, education, economics, other social sciences, statistics or other related subject;
  • Demonstrated experience in designing End Line studies including proven experience in sound sampling, mixed methods approaches (quantitative and qualitative), tool development, enumerator training, quality assurance etc;
  • Demonstrated experience conducting inquiry evaluation using participatory methodologies;
  • Demonstrated experience in quantitative and qualitative data analysis;
  • Advanced computer skills including statistic software (SPSS and Excel) and database system;
  • Excellent knowledge and skills in research methodology and statistical analysis. Demonstrated experience and expertise in designing, managing and analyzing data from complex-designed surveys (stratified, clustered, multistage, disproportionate selection probabilities, etc.);
  • Excellent communication skills for training and facilitation, also leadership to manage and coordinate the data collector team;
  • Excellent report writing skill in Bahasa Indonesia;
  • Advanced English capability as most documents are available in English;
  • Experience in project management;
  • Ability to work independently, to juggle and coordinate many tasks simultaneously, to prioritize tasks, and to be well organized, reliable and trustworthy; and
  • Have a wide knowledge on the local context of NTT communities in particular those living in Kupang and TTS districts.
THE CONSULTANTS ARE ASKED TO PROVIDE
  • Curriculum Vitae outlining relevant education, expertise and experience; 
  • A proposed timeframe detailing activities and a schedule/work plan (including a Gantt chart), in line with the timeframe provided in this TOR and with consideration for the time it will take for CARE PfR to review documents (inception and findings report, etc.) before finalization;
  • Names and contact information of three references who can be contacted regarding relevant experience; and
  • A copy of 2 - 3 previous reports of similar work undertaken.
The detailed technical proposal should:
  • Show a thorough understanding of this terms of reference;
  • Include a description of the preferred data gathering and sampling methods;
  • Demonstrate previous experience in conducting quantitative and qualitative study approaches;
  • Demonstrate inclusivity, gender equality and nondiscrimination in the conduct of the study; and
  • Demonstrate approaches that will be used to ensure child protection and ethics and principles will be applied throughout the design and data collection phases of the project, and how marginalized or vulnerable people will be included.
