Organisational Goals
Australia’s 
Education Partnership with Indonesia (the Education Partnership) is currently 
the largest intervention funded by the Australian Government anywhere in the 
world. Through the Education Partnership Australia supports the Indonesian 
Government’s long-term strategy to strengthen and consolidate its national 
education system, with a particular focus on the current Indonesian five-year 
plan (2010 – 2014) and support for the initial stages of the subsequent 
five-year plan (2015 – 2019). The Education Partnership builds on the successes 
of previous Australian Government supports to the Indonesian education sector by 
strengthening government systems. Under the Education Partnership, there are 
three managing contractors and the largest, School Systems and Quality (SSQ) 
contract, is managed by Cardno. SSQ covers three components, each relating to a 
different aspect of the Education Partnership.
Each of the 
SSQ-supported components is national in scope, supporting existing government 
structures. Component 1 focuses on strengthening systems for infrastructure 
development within the education sector — specifically, supporting MoEC to 
assure construction quality of new junior secondary schools. Component 2 is 
centred around the professional development of school and district management, 
particularly school principals, supervisors and district education officials, 
and design and implementation of a school induction program for schools built 
under Component 1. Component 3 supports the MoRA’s five-year plan to achieve 
universal national accreditation of private madrasah (Islamic schools) in the 
Islamic education sub-sector.
The Program Support Office 
(PSO), assist all three components in the operations of their activities by 
providing Financial, Human Resources, Information Technologies and General 
Affairs support.
Position Purpose 
The Finance Officer is expected to assist in effective 
financial management of activities within Component 1, including preparing 
budgets and managing/monitoring payments. The Finance Officer will work closely 
with the Component 1 Manager, Senior Program Officer, Program Officer, Admin 
Officer and PSO Finance Manager ensuring activities are taken in accordance with 
the program requirements.
Key Responsibilities
Budgeting
- Assist in the development of global budget estimates for Component 1 (C1) Annually under the guidance from SSQ Headquarter;
 - Assist in developing accurate budget figures for C1 activities.
 - Provide advice to C1 team members on budget issues and on established SSQ procedures for activity budgets and ensure that all submissions by the Component for activity funding meet SSQ and program requirements;
 - Actively involved in budget preparation, monitoring and review actual expenditure against budget / plan and field personnel for C1;
 
Managing 
and monitoring payments
- Manage reimbursable cost for all C1 Team;
 - 
Prepare bank reconciliation in daily, weekly and or monthly basis (if appropriate)
 - Documentation and filing of all financial transaction occurred;
 - Coordinate with external and internal parties related to finance & accounting works for confirmation and verification to ensure accountability and accuracy of transaction process;
 - 
Prepare financial reports based on the standard requirement;
 - 
Process authorized financial transaction with proper verification and confirmation to ensure the accuracy and accountability of the transaction;
 
Other
- Give Inputs for finance & accounting system enhancement to the managements;
 - 
Other duties related to finance and accounting issues as requested by the C1 Manager

Key 
Selection Criteria:
- 
Bachelor Degree or its equivalent in Accounting or Finance.
 - 
At least 3 years Auditing, Accounting, or Finance experience.
 - 
Ability to organize and manage multiple priorities/projects; work independently and take initiative.
 - 
Excellent computer and typing skills including Microsoft Word, Excel, outlook
 - 
Communicate effectively both spoken and in writing; gain and maintain the confidence and cooperation of others.
 - 
Good administration, financial and management skills, especially in spread-sheet preparation for Financial statements.
 - 
Position requires working knowledge of Windows-based computing skills.
 - 
Diligent, meticulous, and have strong analytical skill
 - 
Client service orientation

Excellent inter personal and communication skills
 - 
Able to work in minimum supervision in multicultural environment
 - 
Fluent in Bahasa Indonesia and English, written & spoken including detailed reporting in both languages.
