This position is for Indonesian Nationals only, based in Jakarta Office, open ended Contract and on C level.
Programme Quality Coordinator
Job Purpose:
To provide leadership for Oxfam’s (Oxfam GB’s and Oxfam International’s) vision to become a excellent in delivering quality programs, including ensuring that lessons are taken into account in improving programs and projects and used in new design of programs and steering of projects with the purpose to drive up the overall programme quality and effectiveness.
Key Responsibility:
Monitoring and Evaluation
- Implement and monitor the compliance to Oxfam’s programs standards and apply common approach to monitoring, evaluating and learning as minimum standards of program and project cycle management across all programs and projects.
- Continuously monitor and improve the quality of business processes in our funding based partnership and ensuring that building civil societies’ capacity in organizational development and program quality- is monitored and increased over the length of partnership.
- Reporting overall country performance and progress tracking annually
- Regularly testing the assumptions of country and programs Theory of Change and make necessary action to adjust our strategies
- Exercising evidence based MEL to support program development and lead evaluations and reviews
- Increase collaboration across program and project teams, primary and secondary stakeholders.
Program Quality Framework;
- Developing and managing the implementation of a Program Quality Framework that ensures Oxfam Indonesia program activities continue to improve in quality and are implemented in accordance with relevant internal and external policies
- Setting organizational standards on Program quality and lead the program team to meet such standards on program and project cycle management .
Monitoring and evaluation (M&E) systems;
- Identify key issues around programme quality and ensure high quality of MEL systems and practices are implemented consistently
- In close consultation with the CD and Programme Directors develop and lead the implementation of an overall, innovative organisational and comprehensive Quality assurance and M&E system for Oxfam Indonesia
- Provide strong technical advice and support to the MEL Officers and the national and area programme teams and partners in monitoring, evaluation and learning methods that measure outcome/impact at different levels.
- Ensure linkages with the regional Monitoring, Evaluation and Learning team of Oxfam and enhance monitoring and evaluation processes compatible with all Oxfam programmes.
- Ensure high quality maintenance of Oxfam’s programme management system (Peoplesoft - OPAL) and support CMT and programme teams with Oxfam by ensuring all policies and procedures are adhered to,
- Working with the Reporting Officer to ensure quality of documentation and reporting.
- Lead evaluation processes requested by Program Directors
- Support the Program/Project MEL Officers to review and improve programme planning and implementation performance against objectives.
- Collaboration with Oxfam partners to create shared M&E platforms and use relevant ICT tools
- Make sure M&E is integrated into everyday work and planning and learning cycles
- Produce and present comprehensive Quarterly updates to CLT, lead on producing Internal Annual Reports against the OCS
- Ensure the integration of value for money practices across program and project cycle management
- Transparently communicate and provide information about our work to public, to those with whom we work and those who support us- for them to hold us accountable.
Capacity development
- Review reports, audits and evaluations, identify learning opportunities based on identified problems, review solutions and identify how to feedback this information into programmes, training and capacity building
- Identification of Oxfam Indonesia staff capacity development gaps in terms of M&E and work with MEL officer to improve the quality of the MEL.
- Build staff capacity to implement organisational and project specific M&E systems through trainings, workshops, virtual sessions, etc. by developing annual plans
- Design capacity building resources for the organization and its partners
- Support and advice Program Directors with development of programme learning materials including case studies and evaluations.
- Work closely with Program MEL staff to develop training materials and other capacity building initiatives on MEL to support partners and other stakeholders or core OCS concepts.
- Lead
capacity building on PMEAL to country staff and facilitate a strong regular
platform in order to ensure the coordination among the MEL officers.
