BACKGROUND AND RATIONALE
UNESCO’s Social and Human Sciences sector aims to develop and promote social policies that uphold peace, human rights, democratic governance and tolerance. To achieve this goal, social policy activities must provide opportunities and empowerment for all, particularly during this period of major social, political, economic and cultural change. The overall objective is to create a grass-roots, mass movement throughout the Asia-Pacific region which shares this aim and helps bring it to fulfillment.

Under the overall authority of the Director of UNESCO Office, Jakarta and under the direct supervision of Social and Human Sciences Programme Specialist, the incumbent shall provide assistance for all programmatic and administrative matters for the development and implementation of social and human sciences projects and activities, including the currently ongoing programs funded by UNESCO’s partners, such as:
  • A Sustainable Future: Indonesia’s Strategies to Address Climate Change and its effects on society (Indonesian Funds in Trust)
  • Strengthening ASEAN Community 2015 through South-South Cooperation, Foresight and Capacity Building on Inclusive Policy Development. (Malaysian Funds in Trust)
  • Promoting the rights of persons with disabilities in Indonesia (UNPRPD)
DUTIES AND RESPONSIBILITIES
  • Assist the Social and Human Sciences Unit in planning, managing, implementing, monitoring and reporting on the overall program work plans and budget, including extra-budgetary projects.
  • Assist in conducting evaluation, monitoring progress and reporting on the results of programs/projects/activities, and UNESCO Cooperation and Partnership Documents by researching background materials and analyzing and extracting data and information;
  • Assist in the development and preparation of new project proposals and concept notes;
  • Monitor and ensure that report and financial disbursements are in line with UNESCO’s rules and regulations and ensure their conformity to the work-plan;
  • Assist in the preparation of periodic narrative and other financial reports, make calculations and prepare estimates of costs; control commitments and expenditures against budgetary estimates, work-plans and allocations;
  • Participate in Units’ activities, including delivering trainings and presentations;
  • Undertake field visits and missions when necessary;
  • Assist in the preparation of speeches, briefing notes, and inputs requested by UNESCO Headquarters on various on-going Social and Human Sciences program/activities by providing factual information, advice and guidance on a variety of issues and actions;
  • Assist in liaising, coordinating and building partnership with government and non-government organizations (NGOs), UN Agencies and other relevant stakeholders by participating in meetings and other activities representing the unit/office and undertake necessary follow-ups;
  • Review a variety of standard proposals for clarity and adherence to administrative Rules, practices and procedures, budgetary coverage and recommend the appropriate type of contract to be used;
  • Supervise proper maintenance and update of the Social and Human Sciences Unit’s page in the UNESCO Jakarta website;
  • Perform any other duties deemed necessary by the immediate supervisor or the Director of UNESCO Jakarta Office;
REQUIRED SKILLS AND QUALIFICATION
  • A Bachelor Degree preferably in international relations, development studies, economics, disability studies or other related social sciences studies;
  • At least 6 years of relevant experience in program assistance and management with local and/or international organizations;
  • Strong analytical skills and ability to analyze complex issues;
  • Having strong computer skills and internet literate;
  • Having experience in working with governmental and non-governmental agencies;
  • Able to work with minimal supervision, as well as a team player;
  • Having knowledge of current policies and governance framework and institutional capacity;
  • Fluency in spoken and written in English and Indonesian as well as possess the ability to draft documents and express views in a clear and concise manner. Knowledge of French is an asset;
  • Having strong communication skill (spoken and written), knowledge of the UN system is preferred
