BACKGROUND
Act
No.5 Year 2014 on the State Apparatus which has been recently enacted is a key
driver to promote reforms of the way civil service is managed. The law has
established the State Civilian Bureaucracy Commission (Komisi Aparatur Sipil
Negara - KASN) with the function to ensure the application of merit principles
in all phases of human resources management of the Indonesian public sector,
especially in the recruitment and placement of approximately 12,000 senior
career executives in all government institutions and to supervise the
implementation of the code of ethics and codes of conduct.
Subsequent
to the enactment of the Act, through Presidential Decree No. 141/M/2014 dated,
September 30, 2014, President Yudhoyono appointed seven Commissioners with
outstanding experience in human resources policy making and management. The
Commissioners were inaugurated by President Joko Widodo on November 27, 2014.
As a newly established agency, KASN is in need of support in building its institutional
capacity to cope with the topical challenges and high expectations of the
Indonesian public for a clean and efficient government.
In early 2015, MSI SIAP-1 hired a Complaint
Handling System (CHS) consultant to support KASN in developing CHS, and also
social media consultant who works to develop all social media platforms. In
regards to further enhance the promotion of KASN's role in reforming the
bureaucracy, MSI-SIAP 1 seeks the expertise of a consultant to design and
develop KASN's website. The website is expected to be of modern, simple and
practical design, user-friendly, and working tool for the KASN to disseminate
their information. Moreover, the website should include linkage to all social
media platforms developed by social media consultant and Complaint Handling System developed by
CHS Consultant.
SCOPE OF WORK:
A.
Objective:
1. Website
developed, including integration of KASN's social media platforms and Complaint
Handling System to the website;
2. Utilize website
to raise awareness of the public on KASN
existence and to create engagement.
B.
Activities:
1. Five
(5) days for:
a.
Meeting with KASN Commissioners, staff for initial assessment of design
ideas
b.
Develop workplan
c.
Develop and design the website’s prototype (5 sample designs is required)
d.
Present of work plan and designs for KASN's reviews, comments and
additional information and approval
2. Ten
(10) days for:
a.
Design KASN's website based on KASN's approval, that
will be easy to use for a variety of purposes, including search engine, social
media application interface, mobile internet use, creation of additional web
pages, etc.
b.
Create interactive functions, such as web linkage to
the KASN's Facebook, Twitter, YouTube, and other social media platforms, as
well as to the Complaint Handling System, etc.
c.
Create feature web pages within the website as
required, including calendar of events, what's new, quick links, FAQs, etc, as
well as flash player/animation for photo and video uploads and visitor counter;
3. Three
(3) days for:
a.
Present the final modified website to KASN's Commissioners
b.
Conduct web test and finalization
c.
Launch of website
4. Three (3) days for:
a. Develop training manual and basic guidance for KASN's staff
b. Provide training to
the selected KASN's staff for website administration and web content updates
using applicable tools;
5. Five (5) days for:
a. Provide technical assistance and support for initial
administration and updates (2 hours per day for 12 days)
b.
Provide
report to MSI SIAP 1 and KASN
GENERAL:
Consultant should provide maintenance services for a year (after
sign off by both sides) by conducting
on-call visit to IT Team in KASN in order to provide advises and
trouble-shooting
DELIVERABLES
- Workplan and 5 sample designs of website
- Design of the website approved including features
- Final modified version of website developed
- Web tested, finalized and launched
- Training manual and basic guidance for KASN's staff
- Training report
- Maintenance support report
- Final report on assistance to MSI and KASN
Qualifications
- Individual/personal consultant
- Minimum Bachelor Degree in computer science, information technology or any relevant field
- At least five years practical and active experience in website development and design;
- Knowledge of the context in civil servants or KASN's role will be an advantage
- Have a good communication skill and good personality
- Have an experience working with government agencies is preferred
