Program’s Vacancy: Senior Policy Specialist/Expert for the BAPPENAS’
Deputy Minister for Poverty Reduction, Labor and SME as the GoI
co-Chair of the MAMPU Steering Committee
Background:
On
November 18, 2013, a Subsidiary Arrangement (SA) valued of AUD 60
million was signed for a flagship gender initiative the Empowering
Indonesian Women for Poverty Reduction (MAMPU) under the cooperation of
the Government of Australia and the Government of Indonesia. The MAMPU
program aims to improve the welfare of poor women in Indonesia by
strengthening women’s and gender-interested organizations and
parliamentarians in order to influence government policies and services.
MAMPU program has five thematic focus areas:
- Improving women’s access to government social protection programs;
- Increasing women’s access to jobs and removing workplace discrimination;
- Improving conditions for women’s overseas labor migration;
- Strengthening women’s leadership for better maternal and reproductive health;
- Strengthening women’s leadership to reduce violence against women.
These
thematic areas represent key priorities for the Government of Indonesia
(GoI) and Government of Australia (GoA), and the number of thematic
areas may increase over time depending on the evolving gender and
poverty analyses undertaken by the Program. Under Component 1 of the
program, civil society and gender interested organizations will be
supported to form coalitions with the public and private sectors to
advocate for change using an evidence base. In line with this reform
from outside the government, under Component 2, the program supports
women caucuses and male and female gender advocate parliamentarians to
advocate for reform from within government.
The
SA of MAMPU states that BAPPENAS represents the Government of Indonesia
as the host, executing and implementing agency for the MAMPU Program.
BAPPENAS represents the government of Indonesia as a member of the
Steering Committee while DFAT represents the Government of Australia.
Moreover, the SA states “the GoI Executing Agency will provide the
following management and coordination function to assist with the
implementation, progress, and monitoring of the Activity”, to include
(a) overall coordination of GoI participation in the Activity; (b)
Co-chairing the Steering Committee Meeting; (c) Disseminating relevant
information about the activity to all participating line agencies; (d)
Ensuring participating line agencies are aware of their responsibilities
in relation to provision of counterparts and training costs; e)
Facilitating engagement with other national and local GoI agencies that
indicate their interest in being involved in the Activity; and (f)
Assisting and Facilitating Approval of the Activity review and the
Annual Work Plan.
Recognizing
the importance of the success of MAMPU’s overarching goals, as seen in
the SA, it has been discussed and agreed that the BAPPENAS as the GoI
Executing Agency and also the GoI Implementing Agency of MAMPU needs to
establish a BAPPENAS’ MAMPU Policy Unit with a strategic advisory role
to support the Deputy Minister of BAPPENAS for Poverty Reduction, Labor,
and SME as the co-Chair of the Steering Committee in formulating
strategic policies and recommendations that are relevant to MAMPU and in
responding necessary follow ups, including in establishing and
facilitating policy dialogues with strategic multi-stakeholders of
MAMPU, including with relevant ministries and government agencies,
members of parliaments, academe, individuals, private sector, donor
organizations and other relevant stakeholders on thematic analysis and
program results. The establishment of a BAPPENAS’ MAMPU Policy Unit was
effectively initiated by the assignment of a Senior Policy Adviser which
now is urgently need to be continued by the assignment of a Senior
Policy Specialist/Expert (full-time). In the future, administrative
support staff(s) may be hired, as required, to support the operation of
the Policy Unit.
Duty Statement:
The overall objective of the assignment of a Senior Policy Specialist/Expert is to assist the
Deputy Minister of BAPPENAS for Poverty Reduction, Labor, and SME as
the co-Chair of the Steering Committee and to support The Director of
BAPPENAS for Poverty Reduction as the Coordinator of BAPPENAS’ MAMPU’s
Thematic Working Groups in improving the effectiveness and efficiency of
BAPPENAS, particularly aspects in regard to policy formulation.

Qualifications Required:
- Master’s Degree from a recognized University; major in law, public policy, or development studies;
- A minimum of 20 years of experience and expertise in working on development issues or development projects particularly in women issues; experience should include providing strategic advices and policy recommendation to the senior government officials of the GoI including BAPPENAS;
- Excellent understanding in the GoI system and mechanism particularly in policy and decision mechanism, and also under Indonesian decentralization system;
- Experience in engaging with high level government officials including but not limited to BAPPENAS, other government agencies at national (Ministry of Women Empowerment and Child Protection; Ministry of Village, Disadvantage Areas, and Transmigration; Ministry of Manpower; Ministry of Finance; Ministry of Foreign Affairs; etc.) and sub-national level (BAPPEDA, SKPD/Local Government Agencies, etc.), legislative, private sector, universities;
- Proven ability to multi-task, take initiative and work well under pressure;
- Excellent written, oral and interpersonal skills.
- Thorough understanding of the Australian aid program under the GtoG between the GoI and the GoA.
