Background:
CRS has worked from its office in Timor Leste since 1979, supporting and implementing initiatives in community nutrition, agriculture, and peacebuilding to reduce domestic violence. In a complex operating environment such as Timor Leste, CRS’ work reflects and expresses the principles of Catholic Social Teaching, and CRS assists all persons on the basis of need, not race, creed, or nationality. The Timor Leste program is part of the SE Asia sub-region along with the Philippines and Indonesia programs. The Country Manager reports to the Sub-Regional Country Manager based in Jakarta.

Primary Responsibilities:
The Country Manager is responsible for overall leadership and management of CRS Timor Leste, including management oversight of programs, partners and government relationships, financial and material resources, and personnel. Duties also include developing programs, building local staff/partner capacity and networks, and representing CRS throughout the country and in regional forums as appropriate. The position will ensure optimal strategic direction and achievement of program objectives for CRS and partners, compliance with CRS’ and donors’ program quality standards as well as CRS’ and donors’ administrative and financial requirements. Significant emphasis will be placed on resource acquisition, including cultivation of current donors and development of new ones.

Specific Responsibilities:
Supervision
  • Supervise the Dili-based Head of Operations, Finance Manager, and Program Managers.
  • Supervise the Head of Office in Baucau and advise on human resources in the Baucau office.
  • Lead CRS efforts to recruit, retain, manage and develop high performing national staff in order to pursue Operational Excellence and high Program Quality standards.
  • In close coordination with Sub-Regional Country Representative and Sub-Regional Country Manager ensure staff participation in learning exchanges, community of practice and subregional technical support as required.
Strategic Direction
  • Provide management oversight and support implementation of CRS Timor Leste programs and ensure adherence to Program Quality and Management Quality principles and standards. Ensure program quality through comprehensive MEAL system.
  • Ensure high quality technical and financial reporting compliant with donor requirements (USAID/OFDA, World Bank, etc.) and CRS standard operating procedures.
  • Oversee budget development and management. Monitor and promptly address risks (e.g. finance, compliance, security, reputation etc.) and proactively respond to mitigate risk for the Agency.
  • Ensure country program coherence with regional and agency strategy through regular communication with Sub-Regional CR and Sub-Regional Country Manager and collaboration with ESA regional technical staff.
  • In coordination with Sub-Regional Country Manager participate in defining country strategic focus and priorities, exchange of lessons learned and incorporate best practices in sectors where CRS/Timor Leste works.
  • Coordinate strategic and operational planning process with partners and staff.
Representation and Business/Program Development
  • Identify and negotiate funding opportunities for on-going and new programs.
  • Provide vision and guide process of developing strategic programing initiatives.
  • Lead efforts to identify growth opportunities and develop high- quality proposals in close coordination with Sub-Regional Country Manager.
  • Represent CRS and share information regularly with partners, national and local government officials as appropriate, the Church, USAID, the US Embassy, World Bank, other donors, INGOs and civil society networks.
  • Coordinate with a wide range of national and international, public and private, civil society actors to remain abreast of new opportunities and developments in varied sectors and apply as relevant to program.
Security and Emergency Response Management:
  • Oversee the management of all security issues, including appropriate responses to emergency situations as they arise.
  • Keep the Field Security Plan, evacuation and contingency plans current and revise annually, or as necessary, and ensure adherence by all CRS staff.

Supervisory Responsibility:
Directly supervise the Head of Operations / Dili, the Program Manager / Peacebuilding, the Head of Office / Baucau


Key Working Relationships:
Internal: Subregional Country Representative, Subregional Head of Programs (Jakarta), PM/Growth (Manila), CRS Timor Program Teams, RTAs, DRD PQ/MQ, CRS Headquarters.

External: Donor Representatives, Timorese Government, Partners (local and international.

Qualifications:
  • Master’s Degree in International Affairs, International Development, Political Science or other related field.
  • Understanding of and compatible vision for grassroots-driven community development with a focus on networking and organizational management skills development.
  • Minimum of 5 years’ of demonstrated experience in international development including at least some experience in education, disaster risk reduction and monitoring and evaluation.
  • Minimum of 5 years’ experience managing public donor funds and relationships.
  • Minimum of 5 years’ management experience in overseas settings.
  • Experience managing initiatives that resulted in increased participation of women, youth or disadvantaged groups.
  • Proven ability to think strategically and analytically.
  • Good organizational skills, patience and flexibility.
  • Strong leadership, management, and teamwork skills.
  • Excellent negotiation and diplomacy skills.
  • Ability to work with a range of stakeholders, including civil authorities, community group leaders, local Church, donors and other international NGOs on issued-based advocacy initiatives.
  • Experience with approaches to adult learning, participatory methods for M&E and partnership development.
  • Excellent writing and communication skills in English required.
Required Travel: Frequent internal travel within Timor Leste (30%). 

Work Environment: Normal office work environment.
