Mental Health and Care Practices Program Manager 

Founded in 1979, ACF International (Action Against Hunger) is an international non governmental, non religious, and non profit making organization that delivers programmes in over 40 countries. Recognized worldwide as a leader in the fight against hunger, our mission is to save lives through the prevention, detection, and treatment of malnutrition, especially during and after emergency situations and conflicts. ACF had been now developed into ACF International network with headquarters in France, Spain, Canada, UK and USA. 

ACF has been active in some Provinces in Indonesia since its first established in 1999 in Indonesia in cooperation and partnership with the Ministry of Health, local authorities and stakeholders. 

In line with its expertise, ACF has designed and to immediately implement a Program to support Rohingya called : Psychological and Care Support for Rohingya Women and Adolescent Girls from Irregular Maritime Movements. 

Therefore ACF will develop local stakeholders to deliver services to Rohingya distressed people, especially women and adolescent girls to ensure sustainability, while maintaining a level of contact with the camps and the stakeholders to continue to monitor the situation, having the possibility to return if the situation deteriorates. 

The project aims to provide women an opportunity to work through these traumatic events allowing them to return to a normal psychological and to provide adequate care to themselves and their children, who are indirectly being affected by such events. It is recognised that children of women suffering from severe trauma have the risk of failing to thrive and develop due to the loss of already limited care practices. In addition women may continue to feel insecure with their situation, compounding the psychological trauma 

The project will as well to provide individual and group counselling and establish support and coping mechanisms for women and their accompanying children within these established camps.

To actualize this, ACF is now seeking a good candidate to fill the position of:  “Mental Health and Care Practices Program Manager” 

Work Base : ACEH – Langsa  (ACF intervention Sites)
Project duration : 6 months
Expected starting date of Contract : ASAP
Reporting to : Technical Head of Department, Technical Adviser HQ and Field Coordinator (if any).

Educational / Professional Background :  
  • Degree as Clinical Psychologist
  • Humanitarian experience is NGOs
  • Good experience in training and technical supervision
  • Experience in emergency settings and humanitarian psychology
Required Skills:
Attentive – Sense of confidentiality – Clinical experience – Good communication and adaptation capacity – Good relations with people – Project management and training capacities –Experience in team supervision – Maturity – Humanitarian experience an asset – Good knowledge of English oral and written

General Objectives of the position :
To implement, to manage and to support MHCP intervention within the context of ACF interventions

Specific Objectives of the position :
1. Implementation & Overall management of MHCP Program 
  • Implements and follows up the psychosocial activities within the context of  ACF emergency intervention for people migrants from Myanmar and Bangladesh coming to Indonesia as refugees; Ensures monitoring of the program evolution; 
  • Collects and analyses the psychological, psychosocial  and care practices data to provide for program capitalization;
  • Cooperates with Program Coordinator to propose strategy and program improvements;
  • Contributes to the design and update of the country MHCP strategy for the emergency
2. Program coordination & Technical supervision for implementation of IYCF and MH interventions
  • Responsible for the implementation of IYCF, PFA and stress-management training for the health/aid/social  workers and community
  • Coordinates activities with the various actors present in the field (health facilities, NGOs, UN clusters etc);
  • Supervises field MHCP Officers and strengthens coordination in between others  Program Managers through communication with Programme coordinator.
3. Recruitment & Management of the MHCP team
  • Identifies human resources’ needs, following the common ACF mission framework;
  • Recuits psychosocial personnel (psychosocial workers) ;
  • Ensures initial and on-going training of psychosocial staff on MHCP activities;
  • Participates in the development of job descriptions and organizational charts for the team;
  • Ensures an integrity of activities within the program in connection with the other program managers (nutrition, FS, WASH);
  • Provides psycho-social team cohesion through the organization of internal communications (work meetings, coordination meetings, training/dynamics workshops);
  • Maintains the interaction with the ACF team: participation in meetings, briefings on the operation of the base and the ACF-F mission, relations with support services (log/admin), etc.;
  • Ensure the respect of confidentiality of clinical interviews apart from dealings with the psychologists in charge.
4. Advocacy, Partnership Development & Representation
  • Responsible for the coordination with other emergency psychosocial and/or MHCP actors at field level (existing community groups);
  • Represents the MHCP program and the respective aspect of ACF intervention if Program Coordinator is not there.
5. Improving / monitoring and evaluation
  •  Responsible for streamlining the qualitative monitoring of the intervention through the collation of narrative reports and identifying areas of beneficiary attention.
  • Responsible for providing analysis through group sessions to understand whether interventions are meeting the needs of the beneficiaries
6. Reporting
  • Consolidates the program data from data analyst and the monthly reports (APR: Activity Progress Report);
  • Participates in the preparation of donor reports;
  • Participates in the capitalization of the program’s achievements;
  • Is ready to present and to advocate ACF MHCP program to the various stakeholders (donors, local authorities etc).
