Terms of Reference
National Short-Term Expert (STE)
for Support of 3rd Sustainable Business Dialogue

1.    PAKLIM
On behalf of the German government, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH assists its Indonesian partners in a technical cooperation programme Policy Advice for Environment and Climate Change (PAKLIM) to achieve Indonesia’s GHG emission reductions objectives. It works closely with Government of Indonesia through technical cooperation and committed to develop and promote different approaches towards sustainable development in Indonesia. PAKLIM works closely on national and local climate policies (under responsibility of Work Area 1), industries and industrial estates (under responsibility of Work Area 2), and climate change education (under responsibility of Work Area 3).

The industrial manufacture and industrial estates play an important role in climate change mitigation. Thus, PAKLIM work area industry aims to increase the involvement of the private sector in the national commitment of climate change reduction; through industrial companies, the Indonesian Chamber of Commerce and Industry/ Kamar Dagang dan Industri Indonesia (KADIN Indonesia), and industrial associations. Together with KADIN Indonesia, PAKLIM Work Area 2 promotes and continuously advocates responsible and sustainable business practices. One example of many of the joint cooperation between both institutions is the Sustainable Business Dialogue (SBD).
 
2.    Context of The Assignment
Following a successful of 1st SBD in 2013 and 2nd SBD in 2014, the 3rd SBD of this year PAKLIM Work Area 2 will implement in form of joint activities with another GIZ Projects – Sustainable Regional Economic Growth and Investment Program (SREGIP), and two private partners – KADIN Indonesia and Indonesia Business Council for Sustainability Development (IBCSD). This event is supported by the Ministry of National Development Planning (BAPPENAS) and Ministry of Industry (MoI). This year, the 3rd SBD would like to concentrate on global topic of Sustainable Consumption and Production (SCP), and specifically on Sustainable Tourism as standard/ Efficiency energy in Tourism, Sustainable Business Practice in Agro Industry, Green Financing, and Green Industry. It aims to serve as a platform where private sectors could declare their achievements in doing Sustainable Consumption and Production (SCP) initiatives.
Thus, the Short Term Expert (STE) assignment is to develop concept and give technical inputs on the event as well as support the implementation of the 3rd SBD. The STE should also support in building the network to allow continuous cooperation among relevant stakeholders of 3rd SBD. The STE supports PAKLIM Work Area 2 and will work jointly in doing the preparation of activities together with PAKLIM and SREGIP, also external parties (KADIN Indonesia and IBCSD).
Any relation related to the 3rd SBD, the STE coordinates and reports to PAKLIM’s Work Area 2 team.
 
3.    Tasks
The STE is asked to support the PAKLIM Work Area 2 through:
a.    Following – up and providing documentation of steering and organizing committees’ activities of 3rd SBD preparation to set-up the follow-up international conference in October.
b.   Preparing the concept of the 3rd SBD, including programme agenda, conference proceedings, implementation (crystallizing/ summarizing key points for each session) which should provide a platform for awareness – raising on Sustainable Consumption and Production topic.
c.    Contributing in discussion/ meeting in steering the concept and liaising with other STE in Global Project on Innovative to enhance the 3rd SBD topic.
d.   Supporting organizing committee to the 3rd SBD (envisaged on 2nd week of October 2015)
e.    Supporting PAKLIM Work Area 2 in the planning of next steps activity within one month after the dialogue, potentially identifying champions for pilot actions (debriefing/ planning documentation).
f.     Attending and having responsible documentation during the event, compiling and summarizing the report/ finding to be published as summary of the report.
 
4.    Timetables and location
a.       The requested tasks take place during the period of early July until end of November 2015. All documentation and reports related with 3rd SBD are expected to be available by 16 October 2015 latest. Final report of entire activity is expected to be available on 30 November 2015.
b.      Up to 60 working days are requested.
c.       STE shall presence in the office every 2 days per week weeks from July – November 2015.
d.      STE shall presence in the office 2 full weeks before the event and 1 week after the event.
e.       This work is expected to be carried out and located in Jakarta.
 
5.    Expert Profile
a.       Fresh Graduate from Master Degree in Economics, International Business, Political Science, Engineering or Environmental Management is encourage to apply
b.      No affiliation with other institutions or companies
c.       Excellent writing as proven through published articles, analyses, reports in English
d.      Proficient in computer skills
e.       Flexible, able to deliver and work under tight deadline
  1. Excellent interpersonal, communication, including experience in cross-cultural environment and international settings, ability to utilize appropriate language/ argumentation for different types of stakeholders, i.e. private sector representatives, public partners, donors, NGOs, etc.
  2. Demonstrated ability to take initiative and work independently while also having the skills and interests to work effectively within teams and networks
  3. Demonstrated ability to do conceptual work, critical thinking, successfully implement concepts, and be able to monitor, adjust, and report on results achieved
