Chemonics International Inc. seeks a Prosperity Index for Marine and Fisheries Community (IKRAR-KP)
Specialist for the USAID-funded Indonesia Marine and Climate Support
(IMACS) Project. The goal of the IMACS Project is to contribute to the
sustainable management of Indonesia's marine and coastal ecosystems through
support to the Ministry of Marine Affairs and Fisheries (MMAF).
The IMACS Project is now in its fifth and final year, and is
seeking a short-term, Prosperity Index for Marine and Fisheries Community
(IKRAR-KP) Specialist. The objective of this assignment is to carry out a development
of the prosperity index measurement methods. The assignment will utilize the
result of data analysis of the Badan Pusat Statistik (National Statistic
Agency) and PUSDATIN (Center for Data and Information of MMAF)to reach general
readers and stakeholders of MMAF while maintaining the significant technical
content. The Prosperity Index of Marine and Fisheries Communities Specialist
will report to and closely work with the Task 1 Leader. In addition, the Prosperity Index of Marine
and Fisheries Communities Specialist will work and coordinate with POIS
Specialist and IMACS task team members, as required.
Ultimately, this assignment will contribute to more
effective fishery management, thereby improving food security and conserving
marine biodiversity.
This position is based in Jakarta, beginning on/around June
3, through July 15, 2015, for about 24 working days.
Responsibilities

The Prosperity Index of
Marine and Fisheries Communities Specialist will complete the following tasks
associated with this assignment:
- To develop the methodological design for prosperity index of marine and fisheries community (IKRAR-KP);
- To measure the prosperity index of marine and fisheries community (IKRAR-KP);
- To provide technical assistance to enhance capacity development of MMAF staffs (Planning Bureau, PUSDATIN, BALITBANG) regarding the methodological aspects of prosperity index development;
- To review the BPS data and PUSDATIN data related to the social and economic aspects, especially the SUSENAS (the national economic and social survey);
- To discuss with MMAF (Director of Planning Bureau, PUSDATIN, LITBANG SOSEK, Secretary of related DG, and/or his/her designee) about the concept and parameter/criteria and indicators of prosperity issues on marine and fisheries communities;
- To discuss with IMACS Renstra team members regarding the indexing methods developing process, as required.
Qualifications
- Minimum a master’s degree or equivalent experience in a statistical or econometric issues, social science, economic and management science;
- Strong technical and practical knowledge in issues related to social economic indexing methods;
- Strong written communication skills to fulfill the proposed technical responsibilities.
- Familiarity with MMAF governance systems and the roles of key stakeholders at both the central and regional level.
- Minimum of ten years’ experience at a senior academic, high level officer, consultant or industry professional.
- Experienced in working in teams comprising of senior government officials, university professors, fisheries experts and other similarly senior people.
- Excellent command of written and spoken Bahasa Indonesia.
- Good command of written and spoken English (desirable)
