DAI, the
implementer of the “USAID-funded
Indonesia Urban Water, Sanitation, and Hygiene (IUWASH) Project” invites
qualified offerors to submit proposals to supply and deliver “Preparation
of General
Standard Operation Procedures (SOP) for UPTD Operations ” in support of program implementation. The
USAID Indonesia Urban Water Sanitation and Hygiene (USAID IUWASH) project is a
sixty-month program funded by the United States Agency for International
Development (USAID) and implemented under the leadership of DAI.
USAID IUWASH
works with government, the private sector, NGOs, community groups and other
stakeholders to improve access to safe water supply and sanitation in
Indonesia’s urban areas. The expected results to be achieved are: (a) Two
million people in urban areas gain access to improved water supply; (b) 250,000
people in urban areas gain access to improved sanitation facilities; and (c)
the per unit water cost paid by the poor in targeted areas decreases by at
least 20%.
To achieve the above,
technical assistance is divided in three main technical components:
- Mobilizing demand for water supply and sanitation service delivery,
- Improving and expanding capacity for water and sanitation service delivery, and
- Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
IUWASH is actively
involved in the establishment and development of technical waste water service
units (UPTD) at local government level and is in need of a set of comprehensive
standard operation procedures (SOP) for supporting the capacity building
process of technical and none-technical staff of selected UPTDs.
Whereas there were
numbers of SOPs prepared through regional efforts, IUWASH does not yet possess
a complete set of refined standardized SOPs that are endorsed by PPLP of Public
Works and suitable for basic capacity building. IUWASH is in contact with the
PU training center in Bekasi (Balai Pelatihan) for arranging UPTD staff
training that will be provided by the Balai free of charge, under the condition
that IUWASH is providing the relevant training materials.
For the preparation
of a comprehensive set of standardized SOPs IUWASH is now seeking the
engagement of a qualified consultant.
Correlation to IUWASH Outcomes
IUWASH
provides assistance to selected cities in developing integrated management of domestic
waste water to support the following outcomes IUWASH:
- HR4: To increase the capacity of 100 persons involved in UPTD establishment/operations through various trainings SOP and workshops
- IC-8: To facilitate the establishment/revitalization of UPTDs through improved policies, budgets and personnel
OBJECTIVE
Development
of a comprehensive set of standard operation procedures (SOP) in the field of
waste water management, suitable for the training of newly recruited technical
and non-technical UPTD staff.
