IUWASH Job Vacancy: GIS Facilitator of PDAM in Jombang, Gresik and Probolinggo District

DAI, the implementer of the “USAID Indonesia Urban Water Sanitation and Hygiene (IUWASH)”, invites qualified offerors to submit proposals to supply and deliver Service Provider for “GIS Facilitator of PDAM in Jombang, Gresik and Probolinggo District” in support of program implementation. Indonesia Urban Water, Sanitation and Hygiene (IUWASH) Program is five years project funded by U.S. Agency for International Development (USAID). IUWASH implemented in the framework of comprehensive partnership between United State and Indonesia to improve environmental quality through improvement of access to drinking water and safe sanitation. In addition IUWASH also help the Indonesia Government to achieve Millennium Development Goals (MDGs) for two services above (water and sanitation) especially to the low income community (MBR) in urban of Indonesia.

Problem that is often faced by PDAM in serving its customers is lack of water pressure in the pipeline, so that water cannot be delivered. Another problem is the difficulty in finding the causes of congestion in distribution network, so it takes long time for recovery. This is in generally because the planning and drawing of existing distribution system is still done by manual system, including the data record and management of pipeline network and its supporting components, which makes it difficult to analyze to determine the cause of the problem.

Because they are aware of the conditions, PDAM in East Java region plan to develop digital pipeline network (computerized) data that will give the benefit of better management will be more transparent on distribution system and easy to To cope with this kind of condition, PDAM cooperates with IUWASH to develop digital pipe network data (computerized). The data will be used for anylising and finding out the cause of the problems they have been encoutering for all these times and therefore making the management of the distribution more transparent.  By having digital pipe network data, the distribution system and the quality of customer service can improve and it also minimizes the loss of non revenue water (NRW), improves the PDAM’s reputation and its finance health.

During dicussion with the PDAM, IUWASH offers a suggestion that is to build digital pipe network with a base of Geographic Information System techology (GIS). This technology is used to produce spatial data which can be integrated with the layout map of each District/City. Based on data that comes from the National Land Agency (BPN), the sanitation system and telecommunication grid can be integrated as well. However, since most of the PDAM members were not familiar with this technology, IUWASH have held active training class to introduce GIS technology which can be applied to the water distribution system for 9 PDAMs in East Java. The training then followed up by providing direct assitance through on-the-job training on spatial data development to three PDAMs; Kota Batu, Malang, and Probolinggo, from 2013 to 2014.

The result was satisfactory and they finally by their own develop GIS for PDAM’s service areas. Therefore, the training continues and will be held again in 2015, this time for PDAM in Jombang, Gresik, and again, Probolinggo.

To support these activities, IUWASH requires Service Provider for GIS facilitator as a Personal Consultans for 4 (four) months starting from June to  September 2015, to assist the three PDAMs mentioned above to develop the spatial data base of distribution pipes network for each PDAM.
