Summary
Australia’s Education Partnership with Indonesia (the Education
Partnership) is one of the largest bilateral development investments by the
Australian Government in the world. Through the Education Partnership, Australia
supports the Indonesian Government to achieve improved access to education and
improved quality of education. The Education Partnership (2011-2016) builds on
the successes of previous Australian Government support to the Indonesian
education sector by strengthening government systems.
Under the
Education Partnership, there are four areas of support referred to as
‘components’. The program is implemented by the Government of Australia through
the Department of Foreign Affairs (DFAT) and the Government of Indonesia,
supported by managing contractors. Cardno manages the School Systems and Quality
(SSQ) program that covers three of the four components. The SSQ program is
national in scope and provides a combination of technical support, grants, and
implementation/operational management.
Component 1: the
Australian Government provides funds to MoEC for school construction to improve
access to education. The SSQ program, through Component one, works alongside
MoEC to strengthen the quality of infrastructure construction within the
education sector — specifically, supporting MoEC to improve construction
qualityof new junior secondary schools.
Component 2
works closely with MoEC to support the professional development of school and
district management (school principals, supervisors and district education
officials). In addition, Component 2 undertakes the design and implementation of
a new school induction program for schools built under Component 1.
Component 3
assists the Ministry of Religious Affairs (MoRA) to improve education quality at
madrasah by supporting MoRA to achieve its five year plan objective: to achieve
universal national accreditation of private madrasah in the Islamic education
sub-sector.

Responsibilities
The
Operations Manager is accountable for the overall performance of the three focus
areas under the contract and for ensuring full compliance with DFAT and GoI
policies, priorities and regulations. As this position is deemed “Working with
Children”, the Operations Manager will provide relevant police checks to the
Contractor. The Operations Manager, in consultation with DFAT, MoNE and MoRA,
will have the following key responsibilities:
- Manage a team of technical specialists and program operations staff to ensure contracted outputs are delivered in accordance with the Scope of Services;
- Maintain appropriate management and governance structures and ensure appropriate financial and risk management strategies are applied, including a Risk Assessment and Mitigation Strategy;
- Seek opportunities for continuous improvement in effective implementation, program performance and engagement with DFAT;
- Reporting to DFAT on programmatic and financial obligations in a timely manner;
- Assuring compliance with DFAT and GoI policies, such as gender, disability and anti-corruption;
- Ensure that reporting is distributed through defined Education Partnership communication channels (including existing program governance structures) in a timely and professional manner;
- Ensure accountability and quality of all contracted outputs to DFAT and GoI;
- Ensure effective working relationships with all stakeholders at various levels of AusAID and GoI;
- Undertake performance management processes for all technical specialists and operations staff;
- Oversee the closure of activities under the Education Partnership Schools System and Quality (SSQ) towards the end of the contract;
- If required, assist DFAT in handover and transitioning of select SSQ activities onto a new program of education sector support; and
- Support the Government of Indonesia (MoEC and MoRA) on plans for sustainability of program benefits after the completion of the Education Partnership.
Key Selection Criteria
The Operations Manager must have the following
skills set:
- International experience in the planning and management of large scale policy-led programs;
- Experience in leading and managing large multi-disciplinary teams with a focus on relationship building and evidence of a history of leading highly motivated and productive teams;
- High level motivational skills for engaging both team members and program stakeholders;
- Experience in undertaking high-level strategic dialogue; and
- Experience of engaging productively with government personnel.
