Nuffic Neso Indonesia Job Vacancy: Senior Scholarship Officer, Jakarta

Nuffic Neso Indonesia is part of a worldwide network of Netherlands Education Support Offices, and is an overseas office of EP-Nuffic, the Netherlands expertise and service centre for internationalisation in education. 

Its key activities are:
  • Study in Holland promotion and student counselling for Indonesian students 
  • Providing information on study programmes and internship places for Dutch students in Indonesia 
  • Institutional cooperation 
  • Market information and analysis 
  • Holland Alumni network 
  • Management of scholarship programmes (StuNed, Orang Tulip, EU SHARE)
We currently have four vacancies within the framework of the EU SHARE programme (EU Support to Higher Education in ASEAN Region). EU SHARE will be implemented by the British Council, Campus France, DAAD, ENQA, EUA and EP-Nuffic.
 
The global objective of the EU SHARE programme is to strengthen regional cooperation, enhance the quality, regional competitiveness and internationalisation of ASEAN higher education institutions.

The result areas are:
1)     Policy dialogues
2)     ASEAN Qualification Reference Framework/Regional Quality Assurance
3)     Credit Transfer/Scholarships.
 
One of the expected results of EU SHARE is the implementation of an intra-ASEAN and ASEAN-EU scholarship programme. Neso Indonesia, on behalf of EP-Nuffic, will be responsible for that part of the Programme. EU SHARE’s total budget is 9.8 million Euros and more than half of that is dedicated for the scholarship programme. The Programme has started in January 2015 and the implementation period is 48 months.
 
For our EU SHARE Scholarship Team we are now recruiting a Senior Scholarship Officer (EU SHARE)

Senior Scholarship Officer

Responsibilities
 
ü  Design of the EU SHARE scholarship programme (incl. administrative organization, planning/control cycle, selection procedure, application system, M&E mechanisms, communication plan)
ü  Implementation of the three envisaged cycles of the scholarship programme: 1) generating applications, 2) processing applications/scholarship allocation 3) monitoring & evaluation.
ü  Establish and maintain a network of various stakeholders (e.g. project partners, potential applicants, ASEAN/EU Higher Education Institutions, EU delegation, ASEAN secretariat)
ü  Develop actions to support staff/departments of selected universities within ASEAN and EU with the implementation of the scholarship programme
ü  Coordinate prospective student counselling (online, phone, one-on-one)
ü  Regularly review the procedures of the EU SHARE scholarships programme and suggest necessary adjustment
ü  Develop an outreach and communication plan
ü  Prepare quarterly, annual and final project reports
ü  Contribute to other scholarship programmes or activities that are or will become part of the portfolio of Neso Indonesia.
ü  Assign, monitor and evaluate tasks of the scholarship officers and the finance/administration officer. Provide input to the director for performance reviews.
ü  Report directly to the Director of Nuffic Neso Indonesia and has a functional reporting line to the Team Coordinator Scholarships
 
Requirements
 
ü  Bachelor’s degree (S1), Master’s (S2) preferred
ü  Minimum 5 years working experience in capacity building and in an international environment.
ü  Experience with scholarship programmes, (higher) education, and project/programme management.
ü  Excellent communication and negotiation skills, particularly in spoken and written English and Bahasa Indonesia.
ü  Knowledge of another ASEAN language would be an advantage
ü  Strong organizational and coordinating skills
ü  Ability to prioritise and work to deadlines
ü  Proactive in finding solutions to a variety of problems
ü  Computer literate especially in MS office applications
ü  Experience with studying abroad preferred
