BACKGROUND
Management
Systems International (MSI) as the implementer of the Strengthening Integrity
and Accountability Program known as SIAP 1, which is funded by USAID, seeks to
contribute good governance in Indonesia by strengthening integrity and
accountability in government, principally at the national level.
The GOI Agency believes that communication plays
a vital role in ensuring community empowerment, and predominantly uses
Information Communications Technologies (ICT) tools to disseminate information
as stand-alone activities, or to enhance communication components of existing
programs with their partners. The growth of new information and communication
tools is dynamic and accelerating. This project has the intention of maximizing
the use of technology to increase transparency and accountability.
OBJECTIVES
The consultant will assist the GOI Agency and
MSI-SIAP in supervising the existing contractor and to ensure the activity of
developing database reporting systems achieves the
objective of the program; the timeline of the program; the quality of the systems
and also ensure that the system will be compatible with the GOI Agency’s IT
system.
ACTIVITIES
1. Assist MSI-SIAP 1 as technical advisor during the system developing
process
2. Conduct a rapid assessment of the current existing system the subcontractor has developed
3. Supervise the subcontractor during the remaining system developing
process
4. Review status reports of the subcontractor and conduct a regular meeting with the subcontractor to monitor the
progress of the system development
5. Conduct a regular meeting with KPK with the subcontractor
to present the progress of system development
6. Review the final deliverables of the subcontractor before
accepted by the GOI Agency and MSI-SIAP 1:
a. Database design and analysis (development of the database
design and structure, development of the database application with PostgreSQL
(open source object-relational database system), development of the flowchart plan of the application)
b. Web base development (development and writing of the web base
application’s code with PHP/Hypertext Preprocessor and the
implementation of the web base application)
c. Migration of data (the transfer of data from other source
to the application and data entry/migration of 2,000 case verdicts to the
existing database application)
DELIVERABLE
1.
A report on the
review of subcontractor working progress
2. An overall
review and assessment report of the evaluation of the developed database
reporting system, with further recommendation
