Yayasan Fondasi Hidup (FH) is an independent non-governmental organization based in Medan, North Sumatera and has program operations in North Sumatera: Deli Serdang and Langkat and West Sumatera:  Siberut Island Mentawai.  FH has been working in Indonesia since 2005 and aims to alleviate all forms of poverty through holistic programming and approach. 

Currently, FH works in multiple sectors, namely HealthEducation, Livelihood and Disaster Risk Reduction. Our works includes the crosscutting issues which are Environment, and Gender Balance and Equity. Our approach is to walk with families and community leaders to bring sustainable transformation.  

We are looking for a dynamic and experienced Indonesian individual to fill the position of:

Position Title: Program Officer

Reports to: Program Manager

Location of position:  Medan but will be travelling to project sites on regular basis.

Purpose of the Position: Program Officer will support Program Manager in data collection, tabulation, analysis, and learning activities to help ensure accountability and efficiency from start to finish for all programs and projects, both new and established. Also publish FH brand mark and succes story, etc as needed.

Duties and responsibilities:
Ø  Conduct capacity assessment on existing monitoring and evaluation system;
Ø  Develop and strengthen monitoring, inspection and evaluation procedures;
Ø  Develop monitoring and impact indicator for the project success;
Ø  Develop indicators and a monitoring strategy for the project;
Ø  Monitor and evaluate overall progress on achievement of results, effect, impact and sustainability of the project;
Ø  Provide feedback to the Program Manager on project strategies and activities;
Ø  Recommend further improvement of the logical frame work;
Ø  Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
Ø  Provide inputs, information and statistics for quarterly, annual and other reports to Project Management Team;
Ø  Assist the Program Manager in preparing other relevant reports and prepare Issues Log and Risk Log for the project;
Ø  Participate in annual project reviews and planning workshops and assist the Program Manager in preparing relevant reports;
Ø  Organize and conduct training on M&E for project;
Ø  Assist the project personnel with M&E tools and in supporting them in their use;
Ø  Prepare and maintain data base of program and project;
Ø  Collect and develop project success story in order to build a positive reputation for the company;
Ø  Updating and managing the case study database;
Ø  Publish project report and succes story;
Ø  Develop internal publications such as newsletters, releases, email announcements, planned publications, on-line, intranet, video, special projects and assignments;
Ø  Perform other duties as required.

Ø  In-depth knowledge M&E also development issues (knowledge and methodology)
Ø  Excellent communication skills (written and oral);
Ø  Sensitivity to and responsiveness to all partners, respectful and helpful relations with donors and project staff;
Ø  Have a good self management, focuses on result, work with energy and a positive, constructive attitude, good humored even under pressure
Ø  Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
Ø  Organises and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships
Ø  Plans, coordinates and organises workload while remaining aware of changing priorities and competing deadlines
Ø  Able to perform in multiple tasking assignment
 

Required Skills and Experience

Education:
University Degree preferably in manajemen, publict health, education or other related field

Experience:
Ø  At least 5 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/UN bodies/ Government;
Ø  Experience in designing tools and strategies for data collection, analysis and production of reports;
Ø  Expertise in analyzing data using statistical software;
Ø  Strong training & facilitation skills;
Ø  Has a good communication skill (publication) most prefered

Language Requirements:
Fluency in written and spoken English
