A.
Project Context
The Judicial Sector Support Program aims to contribute to the enhancement
of the rule of law in Indonesia by improving the institutional capacity of the
judiciary and the public prosecution. The program is promoted by the Indonesian
Supreme Court (Mahkamah Agung) and
the Attorney General’s Office (Kejaksaan
Agung), and the Judicial Commission (Komisi
Yudisial).
It builds on the existing cooperation between the respective
Indonesia and Netherlands institutions (Mahkamah
Agung and Hoge Raad; Judicial Training Institute under Mahkamah Agung, Attorney
General’s Office Training Body and Stichting Studiecentrum Rechtspleging;
Komisi Yudisial and Raad voor de Rechtspraak).
The
program developed based on the policy of Mahkamah
Agung as outlined in the Blueprint for Judicial Reform 2010-2035, and on
the added value of the Netherlands experience to the proposed activities. The
program management is conducted by the Center for International Legal
Cooperation in The Hague in partnership with the Indonesian Institute for
Independent Judiciary (LeIP) in Jakarta.
B.
Specific Tasks of Consultants
All
activities under the specific tasks of consultants should be conducted in close
coordination with the Judicial Commission as the leading partner of the project
component.
1) To prepare instrument and methodology for research;
2) To collect data and literatures, to conduct field
research, and collect relevant information needed as part of research;
3) To prepare draft and written materials as part of
research;
4) To provide comments, inputs and recommendation as
part of research;
5) To develop communication and close coordination
with relevant stakeholders, particularly the Supreme Court.
C.
Expected results
The
concrete result of the component is a Concept Paper alternative
models of court performance based budgeting.
D. Timing
The program will be carried out from March 2015 and
end by December 2015 and can be extended if needed.
E. Qualification
The consultants must
have the following qualifications:
1) Law
or social degree from accredited education institutions;
2) Experience
in preparing, organizing and drawing up research papers according to the above
outline;
3) Minimum
5 years practical experiences in the judicial system of Indonesia and working
with the courts, especially in the area of judicial reforms and reorganization
of the court system.
4) Minimum
2 years experiences and knowledgeable on policy development and policy
advocacy, preferably in the area of budget or resources management of state
institution
