The Representative of Indonesia to the ASEAN Intergovernmental Commission on Human Rights (AICHR) urgently seeks for: Associate Project Officer (Assistant to the Representative of Indonesia)

Background
On 31 December 2015, ASEAN will launch its integrated regional Community with human rights and democracy forming its fundamental foundation for the legitimate goal and common regional values and principles as mandated by the 2008 ASEAN Charter.

Article 14 of the ASEAN Charter states that “In conformity with the purposes and principles of the ASEAN Charter relating to the promotion and protection of human rights and fundamental freedoms, ASEAN shall establish an ASEAN human rights body.” On 23 October 2009, the ASEAN Leaders inaugurated the ASEAN Intergovernmental Commission on Human Rights (AICHR) at the 15th ASEAN Summit in Cha-am Hua Hin, Thailand.

Committed to the call for an independent and transparent human rights body, in 2009 the Indonesian Government appointed an independent Representative coming from civil society organisations – which was selected through an open selection process, to represent Indonesia in the AICHR. The said Representative has been given a full mandate and remains independent from the Government.

The Indonesian Representative to the AICHR is under the coordination of the Director General of ASEAN Cooperation, Ministry of Foreign Affairs of the Republic of Indonesia. Currently, the Representative of Indonesia is looking for an Associate Project Officer to strengthen the Representative’s Assistant Team.

Duties & Responsibilities

Duties and responsibilities will mainly cover the following:
  • Perform tasks as the Communications Officer for the Representative of Indonesia to the AICHR:
    • Function as a developer and webmaster of the national website of the Representative of Indonesia to the AICHR
    • Act as the administrator of the Representative’s online media: Facebook, twitter, YouTube channel, and other social media platforms
    • Embedded to the Representative for live reporting and dissemination on activities attended by, and statements made by the Representative of Indonesia
    • Perform daily news monitoring and report on activities related to the Representative of Indonesia to the AICHR, and relevant human rights issues in ASEAN
    • Draft and edit public information materials such as the Representative’s press releases, public statements, presentations and other forms of information
    • Initiate and conceptualise activities relevant to the dissemination and awareness raising of human rights issues in Indonesia and ASEAN – most notably those relevant to the work of the Representative of Indonesia in the AICHR
  • Manage and coordinate the implementation of activities of the Representative of Indonesia to the AICHR and coordinate the necessary follow-up actions and/or decisions:
    • Assist in drafting concept notes and programme of activities
    • Responsible for planning events and managing operational and administrative (logistical) functions to ensure activities (e.g. media gathering, product launch, seminars, workshops, public lectures) are organised and executed efficiently and effectively
    • Identify, coordinate as well as liaise with internal and external key contacts (e.q: participants and resource persons)
  • Provide technical advice and administrative support to the Representative of Indonesia to the AICHR
    • Attend AICHR meetings and assist in taking notes and formulating and summarising the Representative’s reports;
    • Assist in drafting documents (e.g. letters, briefing notes, talking points, presentations, etc.)
    • Engage with ASEAN Member States, ASEAN Dialogue Partners and external parties, the ASEAN Secretariat, as well as other stakeholders in relation to project coordination and implementation.
    • Coordinate and liaise with the Ministry of Foreign Affairs of Indonesia and relevant government agencies and institutions; as well as civil society organisations, universities, and other stakeholders of AICHR Indonesia at the national level.
Key Qualifications and Requirements
  • Minimum Bachelor’s Degree (equivalent to Indonesian S1) in social sciences/law/human rights with minimum 4 years of relevant work experience
  • Passionate for and willing to learn about human rights
  • Passionate about writing and have a basic understanding and skill in handling social media
  • Creative and eagerly willing to pursue new and innovative ideas
  • Able to work independently with minimal supervision
  • Well organised, with strong attention to detail
  • Self-starter, goal oriented, and able to meet deadlines
  • Good command of English, written and spoken
  • Having experience in event management
  • Having first-hand experience with ASEAN, especially the AICHR or other ASEAN bodies related to human rights is the most desirable
  • Working Conditions, Remuneration and Benefits
  • Candidate will be part of a very small team of the Representative of Indonesia to the AICHR, so he/she is expected to be independent and self-driven.
  • Reliable and flexible with both work hours and tasks, and is able to respond to urgent issues
  • The position requires some international and local travels
  • The position will report to the Special Adviser and the Representative of Indonesia to the AICHR
  • Successful candidate will be hired on a fixed-term until December 2015 (with possible 2 years extension)
  • Successful candidate will receive an attractive remuneration package inclusive of a competitive salary (negotiable), medical insurance and an annual bonus (THR) that will be prorate based
  • Successful candidate is expected to join the Team as soon as possible at the beginning of April 2015.
