USAID - IUWASH Project Job Vacancies 2015
The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project (or, the “Project) is a sixty-month program funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. IUWASH works with the government, the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG) targets by expanding access to these services.The expected results to be achieved are: 2 million people in urban areas gain access to improved water supply; 250,000 people in urban areas gain access to improved sanitation facilities, and the per-unit water cost paid by the poor in targeted areas decreases by at least 20%. To achieve the above, assistance provided by the project is divided into three main technical components, including:
- Mobilizing demand for water supply and sanitation service delivery;
- Improving and expanding capacity for water and sanitation service delivery; and
- Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
PDAM Kabupaten Gresik, PDAM Kabupaten Jombang, and PDAM Kabupaten Lamongan of East Java are the utilities that have been approved in program year 5 for IUWASH - USAID assistance to improve both technical and financial aspects. PDAM would have the assistance of IUWASH to improve the accounting and billing system by providing them a new software that able to process transactions easily and quickly. PDAM Kabupaten Jombang planned to improve the accounting and billing system, while PDAM Kabupaten Gresik and Kabupaten Lamongan to improve the accounting system that links to their available billing system.
Current accounting and billing system in PDAM Kabupaten Jombang is running under the old model which needs much effort to produce the proper reports. The accounting system is still working using manual system-excel to produce the monthly or annual financial report and hence the financial report is not able to be presented properly and timely. Meanwhile, the billing system that is now used by these PDAMs need to be developed so that it can be better and integrated with the accounting system. Maintaining the customer account has to be in a manual manner using the excel software. The billing settlement record has to be prepared manually for the accounting division report. Let alone the account receivable aging has to be processed manually every month where all has caused the report could not be presented in quickly way.
