The Deutsche
Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international
cooperation enterprise for sustainable development with worldwide
operations.
BACKGROUND
Decentralization of the Indonesian education system in
2003 has left the education sector with substantial governance gaps to
fill. Function assignments at the national, provincial, and local levels
were unclear; information infrastructure was uncoordinated and not tied to
performance; and power was unevenly shifted to the city/regency level with no
clear accountability mechanisms. These resulted in systemic vulnerabilities to
corruption, which the government resolved to address in recent years.
GIZ has been actively supporting the National Strategy to
Improve Anti-Corruption Education and Culture (ACEC) and its efforts to
establish a culture of integrity in government agencies and education
institutions, mobilize mass media and CSOs to actively participate in
anti-corruption, and build integrity capacities and systems at many levels.
While the ACEC has been largely successful in bringing corruption awareness
into mainstream society, the fundamental weaknesses of post-devolution
governance remain. Beyond anti-corruption education, systems that allow for
greater transparency, accountability, and participation in government programs
and processes need to be established. In doing so, programs can be
corruption-proofed at the outset and essential good governance reforms can take
root.
Meanwhile, the GIZ Fit for School Program in Indonesia has been working through existing structures of the education sector to
institutionalize evidence-based preventive measures like hand washing with soap
and tooth brushing as part of daily routines in public elementary schools. The overall goal of the program is to create templates and human capacity
development tools while strengthening governance systems that will allow
government partners to manage, sustain, and scale up the program using their
own manpower and financial resources. The Fit for School Approach recognizes
the crucial role of transparency, accountability, and participation as
sources of “Clean Energy”, or integrity-based incentives, for driving partner
action while setting the ideal preconditions for sustainability and
scale-up.
The Indonesian Education sector is implementing school
based management by downloading substantial funding directly to the
schools. This allows for decision making on school level but also
requires strong governance and management capacities of school heads to manage
the funds on one hand, and capacity of the school community to demand
transparency on how the funds are spent.
Recognizing a mutual interest in good governance, the GIZ
Assistance in Preventing and Combating Corruption in Indonesia (PCC) and Fit
for School Programs have thus agreed to collaborate on developing the
anticorruption and public finance management capacity of public elementary
schools and their respective school communities, with a specific focus on
management of School Operational Funds (BOS).

and Fit For School Programs is seeking 1 (one) qualified NATIONAL ADVISOR
MAIN ROLES
The National Advisor will be responsible for:
- Strategizing and coordinating the development and piloting of anti corruption measures on school level and the evaluation hereof. The advisor should also support initiatives to scale-up, and institutionalize the anticorruption capacity development concept for public elementary schools and their respective school communities. The measures will include an instrument which will support the school community to manage their BOS funds in a transparent way.
- Establishing a support network for program implementation and coordination with key stakeholders within the education and good governance sectors at various levels (e.g., school communities, local governments, relevant ministry and
- Monitoring and evaluation (M&E) of the results of the GIZ PCC project
REPORTING RELATIONSHIP
The National Advisor reports directly to the Principal
Advisor of the GIZ PCC Program and coordinates closely with the Regional
Program Coordinator of the GIZ Fit for School Program in Manila.
MAJOR FUNCTIONS/DUTIES
In carrying out his/her role, the National Adviser
performs the following major functions/duties:
- Liaise with local implementers and national government and development partners
- Establish a strong working relationship with responsible KPK partners and within the Education sector
- Collaborate closely with the national consultant to develop the training concepts on good governance (transparent management of BOS funds) for school communities
- Regularly provide an overview of project/program activities, deadlines, etc., and updates concerning the progress of the project
- Periodically document, assess, and report the results of activities
- Plan, organize, and coordinate meetings, workshops, seminars and other activities of the project
- Assists in writing reports and translations
- Contribute to and/or develop technical documents (concept notes, proposals, manuals) and IEC materials
- Provides inputs in subject/area of expertise to program activities, meetings and training settings
- Constantly improves and runs the M&E system of the PCC project and collects and compiles the relevant data
- Performs other tasks relevant to the job or organization unit when the need arises and participates in task teams and other corporate entrepreneurial or strategy-linked endeavours.
COMPETENCY REQUIREMENTS
- Demonstrates good communication and organization skills
- Skills or experience in program management, project piloting and scale-up
- Knowledge of anti-corruption policies and strategies in Indonesia
- Knowledge of M&E systems and practises
- Good working knowledge of information technology and telecommunication systems, (MS Word, MS Excel, MS Outlook, MS PowerPoint, teleconferencing, file storage and sharing, major search engines, etc.)
- Fluency in English and Bahasa Indonesia (essential). Knowledge of the German language would be an advantage
PROFESSIONAL QUALIFICATIONS
- University degree in a public administration, Law, Political or Social Science and/or education, or a related subject
- At working experience in implementing anticorruption and/or public finance management programs, preferably in the education sector, would be an advantage
- Experience in working with GIZ or Indonesian ministries of education, finance, and/or home affairs and/or KPK would be an advantage
CONTRACT PERIOD
- 1 April 2015 until 30 September 2015 with the chance of an extention of the contract until the end of September 2017
