The Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH is a German international cooperation enterprise for sustainable development with worldwide operations. In order to fulfill Indonesia´s international commitments in reducing national greenhouse gas emissions in the transport sector as the third largest source of energy-related CO2 emission in Indonesia, a new project will be launched: “NAMA SUTRI” (Nationally appropriate mitigation actions – Sustainable Urban Transport in Indonesia). The programme is developed by the Ministry of Transport with the assistance of GIZ. It has been awarded through the NAMA FACILITY, which is funded by the UK Department of Energy & Climate Change as well as the German Federal Ministry for the Environment (BMUB).

NAMA SUTRI aims in its pilot phase to contribute to climate change mitigation through establishing funding mechanisms for the financial promotion of sustainable urban infrastructure development as well as the provision of technical advisory services on such projects to seven pilot cities.

In a pilot phase NAMA SUTRI addresses urban transport infrastructure development promotion with specific focus on public transport improvement, parking management and non-motorised transport. NAMA SUTRI seeks a qualified Indonesian candidate for


Advisor
For Human Capacity Development

A.      Responsibilities
The HCD Advisor is responsible for
§  Development and management of a training network in order to strengthen the capacity of local transport consulting companies that develop projects for local government agencies activities (e.g. by means of trainings, peer-to-peer learning, study tours etc.). The training network shall consist of existing training institutions and departments of universities (e.g. University of Yogyakarta, University of Bandung) and NGOs who can transfer knowledge (e.g. Indonesia Transport Society), provide technical guidance and recommend good practice approaches.
§  Prepare and organize capacity development for measures for public sector agencies as well as local transport consulting including active organizational and technical participation in line with the requirements of the program specification.
§  General support of the senior office manager in his/her tasks with respect to overall office organization and administrative tasks
  • Support in the procurement of external HCD resources, if necessary
  • Ensuring that the provided services within the section are done correctly according to GIZ Orientation and Rules

The HCD Advisor performs the following tasks:
B.       Tasks
1.    General NAMA-SUTRI Program
§  Analyzes and makes recommendations using international best practice in fields relevant to the program;
§  Provides guidance and input to program components in cooperation with other professional staff and consultants;
§  Prepares and conducts public presentations and materials;
§  Prepares training materials and conduct training session on sustainable urban transport themes, MRVs and subsidy mechanisms (as per the candidates specific specialization);
§  Prepares planning reports involving extensive written and graphical material;
§  Gathers and analyzes data and information; prepares transportation planning or financial subsidy mechanism studies and analyses and acts as a resource for data used in the course of the program
§  Researches planning literature, news articles etc. to prepare abstracts and bibliographies;
§  Assists with planning studies or surveys as a team member or performs portions individually under close supervision;
§  Answers inquires and disseminates information regarding topics related to the program;
§  Coordinates and serves as support staff for meetings; attends various transportation meetings as required;
§  Links and coordinates program to other related on going projects (other GIZ projects, INDII, CDIA, etc.)
§  Prepares reports.
 
HCD management

§  Establishment of a MS Excel database with information about relevant partners of a training network, consisting e.g. of training institutions, departments of universities, NGOs who can transfer knowledge etc.; the database may include contact details, short descriptions about fields of expertise, organization size, cooperation history etc.
§  Establishment of a MS Excel database with information about program stakeholders and contact persons
§  Establishment of a pool of consultants to support cities on long-term and short term assignments
§  In coordination with other program staff responsible for the interfaces to the several program cities, establishment of communication with partners of the training network. Active engagement and exchange about their requirements and co-operation promotion in line with the targets and steps specified for NAMA-SUTRI
§  Implement capacity development activities according to program work plan and ad - hoc requests from counterparts and the program director (e.g. development of curricula, sub-contracting training institutions to provide seminars and on-the-job training)
§  Develop concept papers on capacity strengthening of local governments through measures of organisational development and trainings (e.g. drafting and advisory on participation processes, strategic planning, tendering, quality control and supervision of consultants);
§  Provides technical advice to program counterparts in the area of low carbon transport policies and their monitoring.  Main counterpart is Ministry of Transportation.  Other relevant cooperation partners include, inter alia, BAPPENAS and the relevant administrations in the pilot cities.
§  Organizes the logistical management and documentation of meetings, workshops and seminars as required
§  Responsible for logistics related to HCD events for participants and staff
§  Management of all administrative activities related to HCD activities
§  Reporting about all measures and activities conducted in that field
§  Contribution to technical program outputs and publications, as to the extent needs will be identified under the program (e.g. in technical fields such as sustainable urban transport, MRVs etc.)  

2.         Office coordination, office management and general coordination
§  Supports the senior office coordinator in all overarching and organizational affairs including the non-technical management as needs will arise and support requested by the senior office coordinator

3.     Other duties/additional tasks
§  Assists in and/or carry out other program activities and any other tasks according to needs, as assigned by the Senior Office Coordinator or the Program Director
 
C.      Required qualifications, competences and experience
Qualifications
§  University degree at masters level with relevant specialisation and qualification in a field relevant to the program
 
Professional experience
§  At least 3 years’ professional experience in a comparable position
 
Other knowledge, additional competences
§  Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (particularly MS Office)
§  Very good knowledge of Bahasa Indonesia and the English language, ideally a knowledge of German
§  Willingness to further develop skills as required by the tasks to be performed
