FINANCE AND ADMINISTRATION MANAGER

IMPAQ International, LLC is seeking a long-term, full time Finance and
Administration Manager for an anticipated 5-year, USAID-funded project
in Indonesia. The Monitoring and Evaluation Support Project (MESP) has
three (3) objectives:- To provide USAID/Indonesia and other stakeholders an unbiased, data-driven account of USAID/Indonesia's progress toward achieving the development objectives outlined in the Country Development Cooperation Strategy (CDCS);
- To provide expert evaluation and analytical services; and
- To guide USAID/Indonesia in using performance information and the results of evaluation and analysis.
Responsibilities:
- Finance and Accounting:
- Manage administrative and accounting staff and finance and accounting procedures in Jakarta Project Office;
- Analyze and monitor the project's financial performance and budget on an ongoing basis;
- Track project budget by component to ensure that all component leaders are aware of the burn rate in their individual components;
- Conduct monthly audits of local expenditures as reported by the Field Office, including local bank reconciliation and US dollar expenses;
- Reconcile project accounting and provide back-up documentation of all financial transactions into monthly accounting package to IMPAQ's home office on a monthly basis;
- Produce accurate and timely financial reports and prepare financial analyses and forecasts;
- Identify areas of budgetary concerns
- Process monthly payroll and corresponding deductions required for income tax withholding, social security;
- Remit employer's and employees' payments to appropriate local agencies (Social Security Administration, Tax Department) in accordance with local law;
- Maintain a log of all amounts paid for social security and tax purposes by employee and by month clearly indicating employer and employee contributions;
- Monitor and disburse payments for office lease and local vendors, disbursing payments upon approval of the Chief of Party;
- Prepare monthly cash forecasts for Chief of Party's review and approval; and
- Review local consultant and staff expense reports for compliance with USAID regulations and authorized expenditures.
- Human Resource and Office Management
- Oversee Jakarta office facilities including rents, lease agreements, security, office utilities and management of relationships with landlords and service providers;
- Oversee regional travel and transportation requirements and arrangements;
- Manage procurement of goods and services for the project, ensuring compliance with USAID regulations;
- Oversee, and maintain updated, office personnel policies and procedures for Jakarta project office;
- Prepare and manage contracts for local employees and consultants;
- Audit field employee time sheets to ensure accuracy and timely submission;
- Maintain individual personnel records with contracts, detailed scopes of work, salary histories, etc. for local employees;
- Assist in identifying local consultants, collecting consultant CVs and USAID Biodata sheets and in negotiating local salary rates; liaise with home office in consultant mobilization process; and
- Other tasks as may be deemed necessary by the Chief of Party.
Qualifications
- BS/BA in Accounting, and/or equivalent work experience;
- 5 years of experience with auditing, invoicing and payroll;
- 3-5 years of experience with USAID accounting procedures and regulations;
- Previous knowledge of electronic accounting systems;
- Excellent computer spreadsheet/word processing skills;
- Proven ability to work in a professional and cordial manner with staff members, visitors, and the general public;
- Excellent ability to work independently with minimal supervision and as part of a team, to exercise good, professional judgment that reflects positively on the image of the project, IMPAQ International, and USAID;
- Strong facilitation, networking, and team management skills;
- Excellent written and oral communication and outstanding interpersonal skills;
- Demonstrated attention to details and expertise in organizational and prioritization skills;
- Excellent English writing and speaking (S/4 and R/4 levels at least) skills; and
- Indonesian citizenship.
