Reporting to Australia based – HR Business Partner
through strong communication skills and exceptional relationship management
experience, the Human Resources Adviser will provide HR advice and innovative
people solutions to support the growth of our business. He/She will have a
proven ability to engage senior stakeholders and influence people strategy and
policy, as well as strong business acumen and awareness of the drivers behind
enhanced employee engagement, people metrics and improved business
performance.

The Human Resources Adviser will have the following Principal
Responsibilities:
- Manage and oversee the HR requirements of the Indonesia office in all areas of employee relations, compensation and benefits, payroll and PPh 21, resource planning and employee engagement.
- Act as a trusted advisor and partner with the business managers to achieve that delicate balance between commercial requirements, risk and a positive people centric environment.
The Major Objective and Key Performance Indicators for the position will
be:
Ø HR Business Partner:
- Acts as a single point of the contact for the employees and managers in the Indonesia
- Proactively supports the delivery of HR Processes
- Builds a strong business relationship with the internal and external stakeholders
- Actively identifies gaps, proposes and implement changes necessary to cover risks
- Recruit key talent for the Emerging Markets corporate employees
- Facilitates the management team to bring best solutions for employees
- Acts as a performance improvement driver and provokes positive changes in the people management
- Contributes to and Manages HR Projects ensuring the needs and requirements of the Indonesia office are captured and addressed
Ø Employee Relations
- Provide specialist advice and support to management, supervisors, staff and project related personnel in matters relating to human resources management and employee relations
- Provide coaching and support to employees and managers
- Develop and implement policies affecting staff and in order to facilitate a positive contribution by employees
- Provide assistance with the end-to-end recruitment process, selection and termination for client group
- Work with the Asia Pacific team to design and deliver in-house training
- Provide input into Emerging Markets Region’s Business Plan in a HR capacity
- Provide workplace relations advice to managers and employees on matters relating to employment terms and conditions, including the interpretation of applicable legislation
- Lead Orientation/Induction program for new employees
- Assist in the investigation of workplace incidents
- Provide assistance with return to work rehabilitation programs in conjunction with Managers/Supervisors and Health, Safety, Security, Environment, Quality (HSSEQ) team
- Assist in mediation of workplace issues
- Facilitate the employee Engagement Survey and resulting key strategic outcomes
- Ensure completion of quarterly and yearly Career Development Reviews
Ø Industrial Relations
- Ensure local in-country employment contracts are compliant with Indonesia Labor Law and regulations (UU no 13 / 2003 and all of relevant government and ministry regulations)
- Work alongside Indonesia Operations Manager and Finance Team to ensure that Cardno meets its in-country tax (PPh 21) requirements
- Work with key stakeholders to ensure that any performance management, performance related issues and terminations are dealt with in line with Indonesia laws and regulations
- Stay abreast of changes in Indonesia employment legislation
- Assist in the resolution of industrial disputes
Ø HR Metrics and Reporting
- Collate and provide HR related metrics for monthly corporate reporting requirements. These may include but not be limited to; total headcount, managed and unmanaged turnover, training hours, Code of Conduct breaches, EEO and diversity statistics.
- Report all risks, breaches and Health, Safety, Security, Environment, Quality (HSSEQ) incidents as appropriate
Ø Other Key Responsibilities
- Be the primary contract to arrange any trauma related counselling for employees and/or Advisor’s resulting from a traumatic incident, as required.
- Be the primary contract to notify employee families of any incidents of kidnap and ransom in line with Cardno’s policy and procedures.
- Ensure employees awareness of and adherence to Cardno’s Child Protection Policy. Be the primary contact in dealing with any breach or possible breach of Cardno’s Child Protection Policy in line with the required procedure.
- Assist with any ad-hoc duties as reasonably required.
Ø Quality Management System
- To follow Quality Assurance procedures and where possible recommend improvements to the Cardno Quality Management System (QMS)
Ø Corporate Responsibilities
- To comply with Cardno’s policies, procedures and guidelines.
- Assist with HR Reporting as required.
- Management of Compensation and benefit programs.
- Management of other corporate led initiatives.
Ø Quality Assurance
- Implement and comply with Cardno’s Quality Management system and provide feedback / recommendations where the system may need modification.

- The position will report to Australia based – HR Business Partner and Country Representative through Operations Manager

Requirements
Key Qualifications and Skills
- A degree in Human Resources, post-graduate degree preferred, with a minimum of 10 years’ experience in a Human Resources related function, or
- A degree in Business Administration or an International Development related discipline coupled with minimum of 12 years’ experience working in a Human Resource related capacity.
- Experience in International development is desirable.
- Substantial HR generalist experience, preferably in a competitive corporate environment.
- An ability to interpret the Indonesia Labour Laws and other regulatory requirements.
- Demonstrated competence in conceptual, analytical and problem solving skills.
- Proven experienced in calculating and advising PPh 21 for various types of employments
- Excellent communication and interpersonal skills, including interviewing, counselling, negotiating and report writing.
- An ability to interact proactively with management and staff at all levels of the organisation in the resolution of HR issues.
- Experience in the development and effective delivery/facilitation of training programs to achieved specified learning outcomes.
- Well-developed computer literacy skills within a Microsoft Office environment.
