is a Christian humanitarian organization working to create lasting change in
the lives of children, families and communities living in poverty. Wahana Visi
Indonesia has been working for more than 15 years, employing more than 800
staff in the programs and serving 1,400 of the poorest villages.
Wahana Visi Indonesia
is a local humanitarian organization that implements most of World Vision
programs in Indonesia. World Vision is one of the world’s largest
international Christian humanitarian aid organizations. It has been working in
Indonesia for more than 50 years and focusing on programming effort on
health, education and economic development across transformational development,
humanitarian emergency affairs and advocacy ministries.
Background
of PAPEDA Project
PAPEDA
Project focus is in Jayawijaya District and Lanny Jaya District. This project is implemented in 12 villages and 12 schools. Target population of this project is around 7,500 people
(3,000 man, 4,500 women). Total direct
beneficiaries of this
project is 2,571 people consist of 2,400 children (1,100 boys, 1,300 girls), 96 teachers (60 women, 36 men), 75 CBO & FBO leaders (65 men, 10 women) and 12 shcools in 12 villages.
The goal of PAPEDA Project
is a society that capable to provide a safe and peaceful
environment for girls and boys development. And its outcomes are:
- School Based Management (SBM) is strengthened to mainstream Peace Building and Child Protection
- Civil society is empowered to build culture of peace and protection for children.
- Improved government policies to mainstream Peace Building and Child Protection.
This is the end line evaluation of PAPEDA Project
after 3 years implementation (from FY2012 - FY2015). Project is conducting the
evaluation in the end of implementation to measure the achievement and impact
of the project intervention within the period.

Evaluation Purposes
and Objectives
- To study the lesson learned and information on impact achievements toward Papeda Project
- To provide information on what worked, what did not work and why. This is to include providing information on latest update of indicators that stated in logframe and comparison analysis between the initial values and the latest values. This objective requires baseline and evaluation comparison on indicators value with all affected factors.
- To determine efficiency, effectiveness and relevance of projects/ program,
- To identify sustainability the project sustainability and transition indicators: Identify organisational maturity (CBOs, FBOs and Related Stakeholders) to continue project
- To provide recommendation for sustainability and transition: Agreed, specific , actionable, and practical recommendations in terms of program transition and sustaining to other related counterpart, especially Government
Evaluation
Methodology
This evaluation will focus on gathering qualitative
and quantitative data and only include selected indicator to be measured. In
order to get the comparison analysis, sample size would be as the same as in Baseline Study conducted at March 2014. Evaluation instruments will use the same instruments that were used at
baseline survey in order to ensure the face
validity. Some of the instrument is still possible to be
adapted and justified to the context without changing the substance or things
that to be measured. The questionnaire will need to be reviewed before use in
the evaluation. It’s especially to ensure measuring of Child Well Being Outcomes indicators.
Quantitative method
Project proposes to conduct quantitative evaluation survey of households and schools in the project area to assess current condition of project goal and
outcome indicators using sample size estimating proportion.
To
get more valid
information, the quantitative method will be combined with qualitative method
which prefers: Focus Group Discussion (FGD), Participatory Learning Action
(PLA), Round Table Discussion (RTD), School, Student and Learning Process
Observation, Document Study and Key Informant Interview (KII)
Timeframe
and Work Plan
The final report from the consultant need to submitted by latest June 12th 2015.
External Consultant Primary Task
- Planning : Propose
technical proposal (evaluation
methodology, sampling size, etc) and budget proposal, preparing all
instruments needed in the evaluation process
- Data Collection and Analysis : Make data
collection team, Conduct training for enumerator, lead and conduct data
gathering in the field with enumerators both quantitative and qualitative,
quality assurance data collection process , data entry, cleaning data, analysis
and interpretation,
- Reporting and Follow up: Comparison
analysis from baseline and the endline data based on evaluation results, make
sure all of report meet the evaluation objectives, write final report that
appropriate with feedback from WVI, Arrange draft report and recommendation,
disseminate the result of evaluation in internal (WVI Staffs) and eksternal
(Stakeholders) workshop
