WN is seeking highly qualified candidates to fill the position of Program Manager.
Under the direction of the Asia Regional
Director, the Program Manager will provide overall management of all components
of WN’s Timor-Leste program. The
position will be based primarily in WN’s office in Oecusse Region, with an
expectation of approximately 50% travel to remote program locations, staying in
very basic accommodation.
Summary
of Key Duties and Responsibilities
- Oversee the in-field implementation of WN’s country program in Timor-Leste - this will consist of a three-year USAID-funded project Promotion of Sanitation and Hygiene to Improve Community Health in the District of Oecusse, and a smaller, long-term community development program.
- Lead and supervise WN’s Timor-Leste country team (approximately 5 staff will be supervised).
- Oversee all sub-grant awards and capacity-building of sub-grantees.
- Supervise in-country finance staff to maintain up-to-date program budgets and finances.
- Preparation and submission of regular, timely reports to donors, government and WN according to their requirements, and to respond as promptly as possible to all requests for additional information.
- Represent WN to other Timor-Leste development programs, local and national authorities, UN and NGO agencies, and beneficiary communities.
- Work with the Regional director on the development of new project proposals.
- Perform other duties as assigned by supervisor.
Minimum
Requirements
- Minimum 7 years of experience in WASH development sector programming.
- Bachelor’s degree in relevant subject
- Prior experience in supervising and managing staff
- Proven strong analytical and evaluation skills.
- Proven financial management skills
- Excellent written and oral communications skills.
- High proficiency in word processing, spreadsheets and database skills.
- Proven ability to establish and sustain interpersonal and professional relationships with donors and government representatives,
- Willingness to travel frequently within Oecusse district and elsewhere in Timor-Leste
- English and Tetum language proficiency
Preferred
- Experience working on USAID-funded programs
- Master’s degree in relevant subject
- Knowledge and experience of Oecusse District
- Proficiency in Baikeno language
