Human Resources Coordinator - Indonesia

Chemonics International Inc. seeks a Human Resources Coordinator for the Indonesia Marine and Climate Support (IMACS) Project. The goal of the IMACS Project is to contribute to the sustainable management of Indonesia's marine and coastal ecosystems. This position is Jakarta-based beginning February 2015 through March 2015, with the potential for renewal.

Responsibilities
The Human Resources Coordinator shall provide primary support to the functions of the Chief of Party, Deputy Chief of Party, and Operations Manager in all areas of human resources management and oversight of all project activities related to employee on-boarding and recruitment, employee recognition, rewards, performance monitoring and improvement plans, employee benefits and compensations. The Human Resources Coordinator is responsible for undertaking the following specific tasks and responsibilities in a professional manner:

A.  On-boarding and Recruitment
  • Manage and prepares job announcement for vacant posts and advertise them in major local dailies;
  • Manage and oversee recruitment process of personnel for project requirements;
  • Manage and negotiate salary offers of qualified applicants based on competitive recruitment process; and 
  • Prepare personnel compensation approval requests to USAID and ensure receipt of approval from IMACS Contracting Officer Representative prior to formalizing any employment agreements.
B. Staff Development and Training
  • Conduct and identify training needs of employees, prepare training plan, and implement training programs;
  • Facilitate coordination and seek approval from the IMACS Program Management Unit of staff training requests;
  • Manage and lead in the identification of and negotiating with third party providers on training programs.
C.  Performance and Compensation Management
  • Perform job analysis/evaluation, structure and design appropriate salary and wage administration;
  • Manage benchmarking or market sensing on competitors in terms of competitiveness of salary and benefits package, and new trends in enhancing compensation program;
  • Perform manpower review to ensure organizational health in areas relating to personnel/overhead cost, work and work relations; 
  • Administer employee benefits such as health and insurance coverage;
  • Initiate the conduct of employee annual performance evaluation;
  • Manage and enforce employee compliance to company policies and procedures and ensuring that Human Resource activities are aligned with applicable USAID mandates and Federal Acquisition Regulations (FAR);
  • Craft revisions and communication on the policy manual as needed; and
  • Consult with all level of staff on employee performance issues. Maintaining confidentiality of the matters and make recommendation to management on corrective actions needed.
D.  Employee Relations
  • Spearhead the development of employee engagement programs;
  • Handle employee grievances; 
  • Lead administrative investigations of personnel conduct; and 
  • Coordinate with lawyers on legal issues.
E.  Administrative
  • Maintain and update personnel files (short and long term professionals) to include contract preparation and modifications;
  • Prepare regular reports on recruitment, turnover, promotion, transfer, demotion, and termination of project employees;
  • Maintain and update job evaluation processes and corresponding compensation ranges; and
  • Undertake other duties assigned by the Operations Manager or his/her designee or independently which are consistent with the qualifications, Scope of Work and general requirements of IMACS.
Qualifications
  • Bachelor’s Degree in relevant field (e.g., Psychology, Human Resources Management, etc.)
  • Minimum three years of professional human resources experience required 
  • Previous experience on USAID-funded or other donor-funded projects highly desirable 
  • Management experience preferred 
  • Experience in managing end to end recruitment in accordance with USAID rules and regulations preferred 
  • Good computer skills, including advanced skills in Microsoft Office (Word, Excel, PowerPoint, etc.) 
  • Good interpersonal and customer service skills 
  • Sound analytical and problem solving skills 
  • Native Bahasa Indonesia; advanced English (written and spoken) required
