CARE International Indonesia Vacancy: Value Chain Assesment Consultant, Kupang

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and enterprise & economic development.

CARE International Indonesia  in Kupang (East Nusa Tenggara-NTT)  is currently recruiting the following position for its project:

JOB TITLE: VALUE CHAIN ASSESSMENT CONSULTANT (Leader & Asst.Leader)

BACKGROUND
CARE International Indonesia (CII) is an International Non-Governmental Organization (INGO) dedicated to defending dignity and fighting global poverty. CII has operated in Indonesia since 1967, in 2013 CII worked in 84 countries around the world, supporting 997 projects and reaching more than 83 million people. Beginning with food distribution, CII’s activities have expanded into a wide range of programming from disaster risk management and emergency response to several sector such us water sanitation and hygiene, health and economic development with a focus on women and girls.

CII is currently implementing a 2.5 years agricultural value chain strengthening that is aimed to improve the economic resilience of small holders through integrated capacity building for value chain stakeholders in Kupang and its surrounding area. The project has been starting in October 2013 and will be end in March 2016. The project is named ADVANCE (Adding Value on Community Economy Activity) Project. CII through ADVANCE Project has an objective to give direct benefit to 300 farmer households and for about 1500 indirect beneficiaries in 5 communities of Kupang District and 1 community of Kupang City, which is the direct beneficiaries is formed into 5 groups.

To achieve the objectives, ADVANCE Project’s activities are split into 3 interventions i.e. capacity building in the area of farming skill, life skill and marketing skill including link to the market and financial services. Capacity building related farming skill is already given in the first year/phase of the project and the next phase is enhancing knowledge and marketing skills of beneficiaries which supported by a strong analyses and plan upon existing market value chain as well as the new potential market value chain opportunities.

As part of the project’s strategy CII plan to conduct a value chain stakeholders including market survey for pig commodity and its’ derived products in province of NTT. The intentions of this assessment is to strengthen the current CII programing and intervention on the commodity, as well provide recommendation of programing and intervention for SHFs in piggery business, especially women. This assessment will also produce a map of potential product derived from pork, as business diversification, especially for women and young people.

Scope of Work:
The consultant is hoped to generate a set of information of pig value chain, actors and enabling environment and make a recommendation on how it will be linked amongst the beneficiaries, supplier, middle agent, market, micro-finance institution as well as the relevance government authority based upon:
  • Develop a recommendation on potential programming and  intervention on the value chain based on the assessment;
  • A map of value chain on the pig market, and list of potential stakeholders to participate and support the program;
  • Present and facilitate workshop on value chain assessment with stakeholders.
RESPONSIBILITIES AND TASKS
  • Preparing (rationale, methodology, plan, budget); 
  • Meet and interviewing with the relevance actors for pig value chain, government & community representative);
  • Facilitate the workshop on the market value chain to develop the appropriate networking system among the market chain actors;
  • Develop report activities.
DELIVERABLE
  • Assessment methodology and instruments;
  • Research field assessment;
  • Data Analysis;
  • Assessment report and programming recommendation;
  • Workshop on the findings and building network among the market actor;
  • Report on the workshop.
EXPECTED SERVICE PERIODThe total of fifteen days for the assessment and workshop. Deadline of the project is by the Middle of March 2015.

QUALIFICATIONSCARE International Indonesia (CII) seeks assistance from consultants with the relevant experience and capacities in market value chain survey, advocacy including:
  • Knowledge of community development works especially for Eastern Indonesia;
  • Extensive expertise and experience in conducting value chain assessment and comprehensive report writing;
  • Extensive networking with local and international NGOs, government agencies and private sectors that are engaged in agriculture and animal husbandry sector;
  • Extensive expertise in innovative program design and intervention in agriculture and animal husbandry sector;
  • Experience in facilitating advocacy workshop of regional and national scale.
