Organisational Goals
Australia’s Education Partnership with Indonesia (the Education
Partnership, or EP) is currently the largest intervention funded by the
Australian Government anywhere. Through the Education Partnership, Australia’s
Department of Foreign Affairs and Trade (DFAT) supports the Indonesian
Government’s long-term strategy to strengthen and consolidate its national
education system, with a particular focus on the current Indonesian five-year
plan (2010 – 2014) and support for the initial stages of the subsequent
five-year plan (2015 – 2019). The Education Partnership builds on the successes
of previous Australian Government supports to the Indonesian education sector by
strengthening government systems. Under the Education Partnership, there are
three managing contractors and the largest, School Systems and Quality (SSQ)
contract, is managed by Cardno Emerging Markets. SSQ covers three components,
each relating to a different aspect of the Education Partnership.
Component 1 provides support to the Ministry of Education and Culture
(MoEC) to construct around 1,150 schools, built in predominantly poor, remote,
and underserved areas. SSQ supports MoEC in monitoring of school construction,
site verification and site selection processes; information and data management;
review and revision of program guidelines and training materials; and support
for the operation of a Complaints Handling System.
Within C1, the Information Management and Reporting (IMR) unit manages the
main functions of data management and reporting within C1:
- Receives, cleans, stores and analyses school construction data (including photos) coming in from field monitors on a weekly basis.
- Supports MoEC in managing site selection data and school proposals received from district education authorities
- Supports MoEC in managing CHS complaints data.
- Receives and compiles critical issue and suspected fraud reports from field monitors;
- Generates standard and ad-hoc reports to program stakeholders including MoEC and DFAT.
As part of the IMR Unit, the Reporting Specialist will be responsible for
preparing and coordinating all SSQ internal reporting and external reporting to
DFAT, MoEC, and the other EP partners.
Position Purpose
Reporting to the IMR Manager and working closely with the members from
Component 1 and relevant staff from the Ministry of Education and Culture
(MoEC), the Reporting Specialist will be responsible for coordinating and
developing narrative data-based reporting for Component 1 in both English and
Indonesian.
The Reporting Specialist must have excellent written and oral communication
skills (in English and Indonesian)and strong interpersonal skills to liaise with
Component team members, MoEC, DFAT and other EP partners to act as the focal
point for all data demands related to Component 1. He/she ideally has working
experience with donor-funded development programs in Indonesia including with
the Indonesian Government. In addition, the Reporting Specialist should have
excellent analytical ability to accurately summarize and present information in
both written and graphical form in a clear way that can effectively transfer
useful information to target audiences.
Key Selection Criteria
The following are required for the position of Reporting Specialist:
- Min S1 from any discipline;
- At least 5 years’ experience in a similar role, including ideally for donor-funded development projects
- Strong computer skills, especially related to Microsoft Word, Microsoft PowerPoint, and Microsoft Excel
- Excellent written and spoken English
- Excellent written and spoken Bahasa Indonesia
- Excellent communications and interpersonal skills and ability to effectively liaise with other team members to receive needed information and gather data.
- Ability to work independently, efficiently, and in an organized manner;
- Demonstrates attention to detail and accuracy,
- Ability to accurately summarize and present information in both written and graphical form.
- Works well within a team.
The following are highly desirable for the position of Reporting Specialist:
- Postgraduate degree (Masters or equivalent) in development, communications, or other relevant discipline.
- Prior working experience in with international development donors and with the Indonesian government.
