Short-Term Technical Assistance Positions Disaster Risk Management

Cardno Emerging Markets USA, Ltd. (Cardno) is currently seeking Expressions of Interest (EoIs) for Short-Term Technical Assistance positions for the USAID/OFDA-funded Institutionalizing Disaster Preparedness and Management Capacity of BPBDs in Indonesia through Technical Assistance and Training Teams (TATTs). This program aims to increase the institutional and technical capacity of BPBDs in six (6) provinces: Maluku, North Maluku, West Papua, Papua, Central Java and Southeast Sulawesi.
The initial two-year TATTs Program started in October 2014 and works in partnership with the National Disaster Management Agency (BNPB) and provincial disaster management agencies (BPBD) in the six target provinces. The program seeks to support the provincial BPBDs through technical assistance and technical training to improve delivery of inclusive DRM services. A specialist team is embedded within the offices of each of the provincial BPBD. These teams are responsible for identifying the key organizational, institutional and technical challenges facing the disaster management agencies and assisting them on a day-to-day basis. The TATTs Program will work closely with BNPB’s Training and Education Centre (Pusdiklat) to deliver national training to provinces and districts. At the same time TATTs will develop local networks of trainers and facilitators.
Putting policy into practice is a key challenge for the disaster management sector in Indonesia and the TATTs Program will focus on building organizational capacity and ensuring that the right regulations and strategic planning is in place.
As a member of the TATTs Consortium, Cardno is responsible for the provision of professional Short-Term Technical Assistance to provide the program with high standard national and international specialists for the delivery of technical and non-technical outputs. This EoI is designed to allow the TATTs program to identify key individuals to provide support over the life of the program.
Cardno is seeking submissions from individual consultants interested in providing Short Term Technical Assistance to the TATTs Program. All EoI’s should be submitted to tatts@cardno.com no later than 31 January 2015 and should include a CV and cover letter (maximum one (1) page) outlining your relevant professional background and experience.
Indonesian national and International candidates are encouraged to submit an Expression of Interest for positions in the following areas:
  • Disaster Risk Management. Specializations can include:
    • Hazard and risk assessment specialists; 
    • Disaster simulations specialists with experience designing table-top and field exercises; 
    • DRM planning specialists including development of contingency plans, response plans and provincial/district disaster management plans; 
    • Emergency management specialists including rapid assessment, emergency response, logistics, shelter, water and sanitation, food security etc; 
    • Information, communications and data specialists;
    • Post-disaster needs assessment specialists; 
    • Community based disaster risk management specialists; 
    • Risk governance and communication specialists; 
    • Early warning system specialists;
    • Gender and social inclusion specialists with specific experience in the disaster risk management context.
  • Organizational Capacity Building. Specializations can include:
    • DRM governance specialists particularly with experience in the development, facilitation and review of local government regulations and strategic plans; 
    • Leadership skills specialists; 
    • Public financial management specialists;
    • Capacity assessment and organizational change specialists.
  • Training & Facilitation. Specialization can include:
    • Adult training and learning specialists; 
    • Curriculum and module development specialists; 
    • Training of Trainers;
    • Facilitation skills trainers;
    • DRM facilitation specialists.
  • Evaluators. Specialization can include: 
    • Program evaluators particularly with experience in evaluating DRM programs;
    • Monitoring and evaluation specialists particularly with experience in developing quantitative and qualitative M&E systems, tools and approaches;
    • Experienced field monitors.
Qualifications for positions:
  • Advanced degree in a relevant field;
  • A minimum 10 years experience in relevant field;
  • Experience implementing USAID or other donor funded programs in Indonesia; 
  • Experience working with national and sub-national governments in Indonesia; 
  • Ability in and passion for capacity building, provision of technical assistance, and developing communities of learning; 
  • Strong communication skills and fluency in Bahasa Indonesia; 
  • The ability to write reports in English; 
  • Strong DRM experience and background and understanding of the DRM architecture in Indonesia; 
  • Strong understanding of the challenges of decentralization in Indonesia and experience working in isolated provinces.
