The
EU-Indonesia Trade Cooperation Facility (TCF) is an EU-funded programme that
aims to strengthen the capacity of Indonesian government institutions to pursue
reform initiatives in selected areas related to the improvement of trade and
investment climate. The TCF is coordinated by Bappenas (National Development
Planning Agency), the other implementing agencies are the Ministry of Trade,
the Investment Coordinating Board, the Ministry of Justice and Human Rights
(for IPR), the Ministry of Science and Technology, the Ministry of Energy and
Mineral Resources, and the Ministry of Industry.
TCF is
implemented with the support of a Technical Assistance Team provided by a
consortium of consultancy companies headed by GOPA GmbH, contracted by the EU
Delegation in Indonesia.
We are
now seeking an experienced Indonesian Senior Trade Expert based in Jakarta
to complement and support the Key Expert in Trade Policy and Economics. This is
a full time position with starting date January 2015.
Role:
The main
role of the Senior Trade Expert will be to support the Key Expert in overseeing
a range of actions in support of the Ministry of Trade. The final division of
responsibilities will be agreed in consultation with the Key Expert.
The role
involves the direct delivery of training to ministry officials; direct
mentoring of officials in solving their daily priorities; direct support for
policy development; and assistance with the creation of procedures and
templates for operational/institutional strengthening and regulations. Other
potential areas of direct involvement of the Senior Trade Expert include capacity
building on trade negotiations; research management; and trade in services.
Qualifications and skills:
- Master's Degree in Economics or International Trade or Law, with particular focus on trade.
- Excellent verbal and written command of English and of Bahasa Indonesia
- Excellent communication and change management skills.
- Proven ability to develop solid partnerships with high level officials in order to achieve project results.
General professional experience:
- At least 7 years of professional experience in Indonesia working on topics related to trade economics, trade policy, and/or the legal aspects of trade.
- Experience in international technical assistance projects in support of trade policy and economics, preferably in Asia.
Specific professional experience:
- Direct experience in institutional strengthening and capacity building.
- Good knowledge of trade policies in EU countries, Indonesia and other ASEAN member states.
- Good network in the trade sector in the Government of Indonesia.
- Good network of Indonesian experts (individuals and institutes) in relevant areas of trade policy and trade economics.
