GIZ Vacancy - Advisor Cooperation Private Sector for SREGIP &SED-TVET Project, Jakarta

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

The Sustainable Regional Economic Growth and Investment Program (SREGIP) will start in January 2015 and move the focus to Bappenas’ and other relevant national and regional partners’ capacities in improving national policies and regulations relevant to achieve the project objectives. The activities on the national level will address the need to improve the business environment and the service delivery for the SME in the selected value chains. It will offer advisory services for example to improve the business and investment climate, the national strategies and frameworks for sustainable tourism and agribusiness, mechanisms to foster innovation in the private sector, etc.

The Sustainable Economic Development through Technical and Vocational Education and Training Program (SED-TVET) is a joint effort of the German Federal Ministry for Economic Cooperation and Development (implemented by GIZ), the Ministry of Culture and Elementary and Secondary Education, the Ministry of Manpower, the Ministry of Industry and Bappenas. It aims at improving the employability of manpower in selected regions of Indonesia. Activities touch on a wide range of issues covering 4 intervention areas: 1) “Training Institutes Excellence” to support 23 selected TVET institutes; 2) “Innovation for private sector cooperation” to facilitate measures to enhance the participation of the business sector in TVET development and delivery; 3) “Regulatory Improvement” to support the implementation and monitoring of local regulations to improve the management of TVET on local level; 4) “Quality assurance and certification” to advise on scaling up of the use of vocational qualifications in the tourism sectors and related guidelines as well as to support the development and piloting of an accreditation system for training providers in the tourism sector.

SREGIP and SED-TVET are looking for 1 (one) qualified Indonesian candidate from 1 February - 31 December 2015 (with a possibility for extension) for the position of Advisor for Cooperation with Private Sector to be based in SREGIP and SED-TVET Office Jakarta.
  1. Responsibilities
    The advisor is responsible in both programs (SREGIP and SED-TVET) for the development of project ideas, concepts and proposals for cooperation with private sectors and the acquisition of new businesses and cooperation opportunities within the context of both programs. The advisor has also the specific role to link both projects in this regard through knowledge sharing, joint concept development with a sectoral focus, regular joint meetings and activities.

    In particular for SREGIP, the advisor is responsible for :
  • the development of project ideas, concepts and proposals for inclusive and sustainable business partnerships in selected sectors/value chains as well as for the acquisition of new business opportunities
  • setting-up innovative partnerships and light-house projects with the anchor companies and market leaders that have significant impacts in selected value chains especially in agriculture (e.g. rubber, pepper) and tourism
  • conducts matchmaking between service providers and SMEs/cooperative
  • the development of a concept for Technology & Innovation (T&I) as part of the public private partnerships in the value chains, and building up networks and platforms with national and international stakeholders for improving the access of SMEs and smallholders to T&I
  • the development of relevant baseline studies and needs assessments as well as inputs for operational plans and implementation strategies, a results based monitoring system, etc.
  • Supports the preparation and set-up of a project advisory board as part of the steering structure of the SREGIP program
In particular for SED-TVET, the advisor is responsible for
  • the development of project ideas, concepts and proposals as well as the acquisition of cooperation with the private sector in Human Resource Development
  • Supporting the Head of field of activity 2 “Innovation in private sector Cooperation ” in achieving the objectives and indicators and all aspects of technical implementation. Within this corridor the advisor is responsible for managing his/her own area of responsibility in close coordination with the field of activity 2.
  • Providing professional advisory to, cooperating and networking with stakeholders from the private sector (individual companies and business associations from various backgrounds) and governmental bodies, mainly in the educational and/or labor related fields (such as in the Ministry of Education and Culture, the Ministry of Manpower and Transmigration, the Ministry of Industry, BAPPENAS, district administration, provincial authorities), as well as other institutions such as KADIN, school and training center management
  • Supporting and linking between other fields of activity in private sector cooperation
  • Gathering of sectoral information and developing networks (e.g. in tourism, manufacturing, automotive)
 B.  Task
          In general, the advisor performs the following tasks for both programs:
  1. Developing Partnerships with the Private Sector (DPP)
  • assists in the identification and development of new partnerships and business/cooperation opportunities and co-financing possibilities by engaging with the private sector.
  • develops innovative and sustainable business models or proposals, e.g. develop concept notes, based on commercially viable services
  • identifies first likely funding and grant sources for project ideas, and secondly markets project ideas to potential private companies
  • designs and moderates workshops, seminars and other events on subjects that are related to the field of activities
  • contributes to the preparation and implementation of project plans and activities, including provision of necessary documents and forms according to GIZ procedures
  • monitors financial information, project progress, reviews reports and documents concerning the progress of collaborative programs, determines bottlenecks and recommends solutions to ensure targets are met and that output is of expected standards
    2.  Networking and Cooperation
  • Develops and advises on innovative partnership formats which facilitate the dialogue and joint action among public and private actors. He/she establishes and maintains a network with relevant stakeholders
  • supports the establishment of networks and platforms with national and international stakeholders
  • develops working links, including exchange of information and coordinated activities, with relevant actors and public sectors, as well as other organizations, including other GIZ projects/programs, e.g. Responsible & Inclusive Business Hub Jakarta (RIBH), to complement the cooperation proposals
  • communicates local interests and efforts, and encourages sharing ideas and information for the development of new businesses/cooperation
  • integrates results and experiences into the project team and makes it available to  all relevant groups
  • maintains a good relationship with partners at the regional level, for instance through  repeated field visits
    3.  Knowledge Management
  • develops marketing  and ‘acquisition’ materials based on the current project outputs, documents, data and information 
  • conducts necessary and relevant research/study/analysis as well as provides structured information/materials required for new business and cooperation proposals
  • supports the development of relevant baseline studies and needs assessments as well as inputs for operational plans and implementation strategies, for instance a results based monitoring system, etc.
  • prepares appropriate inputs to the various project reports and publications including annual reports required by both programs
  • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • prepares documents like presentations. fact sheets, minute of meetings, etc. for the preparation and documentation of meetings and events as required
     4.  Coordination and Management tasks
  • coordinates relevant project activities in consultation with the Principal Advisors of SREGIP and SED-TVET and in cooperation with the partners, both with regards to the implementation, and considering administrative and organizational aspects 
  • supports the Principal Advisors and other team members in carrying out project management tasks, incl. for budget planning, accounting, etc. 
  • handles order management on behalf of GIZ (e.g. proposal preparation, impact monitoring, project progress review, reporting)
  • carries out important tasks for the both programs, even if these are not explicitly cited in the job description.
     5.  Other duties/additional tasks
  • performs other duties and tasks given by the Principal Advisors
  • carries out tasks relevant to the project, which may not explicitly mentioned in the job descriptions
  C.  Required qualifications, competences and experience
       Qualifications :
  • Bachelor or Master degree in economics, business administration or other areas related to the SREGIP and SED-TVET program objectives
  • Working experience and in-depth knowledge in project and business development preferably with a focus in the tourism/agriculture/human resource development
  • Extensive experience and networks in dealing with companies and private sector organizations
  • Good knowledge and practical working experience in value (supply) chain development, ideally with experience in tourism/agriculture/human resource development
  • Knowledge of Sustainable Development and its applications within companies and private sector organizations as well as public stakeholders
  • Experience in applied research or environmental or sustainability project work desirable
Professional experience
  • Minimum 5 years of professional work experience with companies, international organizations, consultancies or civil society organizations with a focus on project development tasks
Other knowledge, additional competence
  • Excellent problem solving ability and analytical skills
  • Good organizational skills and ability to work as part of a team
  • Excellent communication and facilitation skills (in Indonesian and English) as well as proven experience in report writing
  • Flexibility, initiative and ability to prioritize workloads and to respond to deadlines
  • Good working relations with various actors, e.g. public and private sector
  • Ability to think “out-of-the-box” and adapt to a dynamic and changing environment
  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Willingness to up-skill as required by the tasks to be performed – corresponding measures are agreed with management
