Coastal and Small Islands Marine Fisheries Expert - Indonesia

Chemonics International Inc. seeks a Coastal and Small Islands Marine Fisheries Expert to assistant with a final evaluation of the USAID/Indonesia Mission’s 2009-2015 Marine Resources Program (MRP). The goal of the MRP is to sustain the long-term welfare of coastal communities in Indonesia by promoting sustainable marine resources use and preparing coastal communities for climate change impacts; the MRP is implemented through a portfolio of projects, inter-agency agreements, and university partnerships.

The purpose of this evaluation is to identify the degree of achieving the MRP’s objectives and goals at all results levels, as well as the MRP’s implementation effectiveness. It will further determine key elements of the program’s design and implementation that have had the most significant impact on its achievements (or lack thereof) and recommend lessons learned for future investments.

The MRP evaluation team, consisting of a team leader and three technical experts, will evaluate the 2009-2015 MRP performance and synthesize lessons learned for informing USAID/Indonesia’s future work. The evaluation will include a desktop review, work plan (including qualitative and quantitative evaluation methodology and data analysis), input from semi-structured interviews with key informants and other relevant stakeholders, a presentation of initial findings, a draft report and debriefing with partners, and the final report.

The assignment will be based in Jakarta, Indonesia, but will include field work in Southeast Sulawesi, West Nusa Tenggara, Anambas, Berau, East Nusa Tenggara, and potentially Southeast Maluku. The assignment will take place from January to March 2015.

Responsibilities
The Coastal and Small Islands Marine Fisheries Expert, under the guidance of the team leader, will be responsible for the following:
  • Provide technical leadership in fisheries management, especially as related to reducing overfishing and destructive fishing practices. 
  • Analyze and evaluate the extent to which MRP implementation has succeeded in achieving its two main objectives and the effectiveness of MRP program organization and management, particularly with regards to the Indonesia Marine and Climate Support (IMACS) Project’s implementation, the two university partnership components, and the interagency agreement with the U.S. Department of Justice. 
  • Draft the summary assessments for all visited IMACS field sites. 
  • Contribute to all evaluation questions in the context of the IMACS implementation and fishery-conservation linkages, including in terms of institutional linkages across Directorate Generals (DG) of the Ministry of Marine Affairs and Fisheries (MMAF). 
  • Prepare interview questionnaires and leading/conducting interviews and field assessments and case studies. 
  • Contribute to data collection and analysis. 
  • Draft evaluation report sections and contribute to other deliverables as directed by the evaluation team leader.
Qualifications
  • Advanced degree related to Fisheries or Natural Resource Economics. 
  • Minimum 10 years operational experience serving in the fisheries sector and/or developing/implementing multi-sectoral marine fishery programs. 
  • Intimate knowledge of MMAF.  Direct exposure working with more than one of MMAF’s DGs as well as key MMAF counterparts in other Government of Indonesia/sub-national governments/private sector/NGO community. 
  • Demonstrated capacity to work across intra- and inter-institutional boundaries to promote sustainable fisheries and conservation objectives. 
  • Familiarity and experience with the application of ecosystem approach to fisheries management. 
  • Experience evaluating fishery sector development assistance programs highly desirable. 
  • Proven track record of empowering collaborative team work and delivering concrete results on time and under pressure. 
  • Fluency in Indonesian and strong written and oral communication skills in English. ​
