Chemonics International Inc. seeks an Institutional
Change Specialist to assistant with a final evaluation of the USAID/Indonesia
Mission’s 2009-2015 Marine Resources Program (MRP). The goal of the MRP is to
sustain the long-term welfare of coastal communities in Indonesia by promoting
sustainable marine resources use and preparing coastal communities for climate
change impacts; the MRP is implemented through a portfolio of projects,
inter-agency agreements, and university partnerships.
The purpose of this evaluation is to identify the degree of
achieving the MRP’s objectives and goals at all results levels, as well as the
MRP’s implementation effectiveness. It will further determine key elements of
the program’s design and implementation that have had the most significant impact
on its achievements (or lack thereof) and recommend lessons learned for future
investments.
The MRP
evaluation team, consisting of a team leader and three technical experts, will evaluate
the 2009-2015 MRP performance and synthesize lessons learned for informing
USAID/Indonesia’s future work. The evaluation will include a desktop review,
work plan (including qualitative and quantitative evaluation methodology and
data analysis), input from semi-structured interviews with key informants and
other relevant stakeholders, a presentation of initial findings, a draft report
and debriefing with partners, and the final report.
The assignment
will be based in Jakarta, Indonesia, but will include field work in Southeast
Sulawesi, West Nusa Tenggara, Anambas, Berau, East Nusa Tenggara, and
potentially Southeast Maluku. The assignment will take place from January to March
2015.
Responsibilities
The Institutional Change Specialist,
under the guidance of the team leader, will be responsible for the following:
- Provide technical leadership in the area of institutional and organizational development; organizational change; NGO and community level capacity-building; and partnerships and sustainability.
- Evaluate the effectiveness of the MRP’s organization and management, and identify the most important policy actions, institutional relationships, and partnership arrangements to ensure the sustainability of MRP’s achievements
- Consolidate a draft of the summary assessments from all visited field sites.
- Prepare interview questionnaires and lead/conduct interviews, field assessments, and case studies.
- Contribute to finalizing the evaluation’s qualitative and quantitative analytical methods and perform the analysis.
- Draft evaluation report sections and contribute to other deliverables as directed by the evaluation team leader.
Qualifications
- Advanced degree related to Institutional Development or Marine Conservation and Natural Resource Management (NRM).
- Minimum 10 years of operational experience related to NRM institutional capacity-building, organization change management, and/or strategic institutional planning in the marine sector
- Proven track record of institutional capacity-building work working with Indonesian government agencies.
- Demonstrated expertise with devolution of resource management to the sub-national and community levels.
- Intimate knowledge of MMAF (structure, overarching legal framework, operations at national, provincial and district levels) as well as understanding of Indonesian government structure and operation under its highly decentralized model.
- Direct exposure working (1) at the sub-national government level, (2) with more than one on MMAF Directorate, and (3) key MMAF counterpart ministries/agencies.
- Strong understanding of data collection and analysis methodologies; demonstrated experience in developing and applying innovative evaluation methodologies in capacity-building programs.
- First-hand knowledge of change-management in matrix institutional structures preferred.
- Fluency in Bahasa Indonesia required.
- Advanced written and spoken English preferred.
