INDONESIA CLIMATE CHANGE TRUST FUND (ICCTF)
PROJECT
PROJECT
COMPLETION REVIEW
Purpose
The
purpose of the review is to assess the success of the project in achieving its
stated outputs, and their contribution to the project purpose and goal over the
life of the project. It
provides a final assessment against the logframe, the extent to which the
project has achieved its objects, an analysis of learning and recommendations
for the future.
The consultant will carry out the review using the standard DFID methodology,
and addressing the areas set out in the DFID Project Completion Review template
[Annex 1 is available upon request].
The Recipient
The recipient of the services is the
UK Climate Change Unit (UKCCU). The Project Completion Review will be
published on the DFID external website.

with beneficiaries of ICCTF project (i.e Ministry of Industry, Ministry of
Forestry, Ministry of Agriculture) and small grant project partners

with MWA members

The
review should be conducted in a collaborative way with UNDP and the ICCTF
Secretariat to ensure uptake of the lessons learnt. UNDP have been asked to
produce an initial draft as a self-assessment process. This type of activity
should be encouraged and should feed into the final review text.
A high-quality project completion review should be:
- Be proportionate to the type of programme
- Be evidence-based, scoring the project consistently with evidence presented
- Provide evidence of learning and adaptation during the project’s implementation and demonstrate how lessons have been shared.
Outputs
The consultant will provide a report
to the UKCCU in standard Project Completion
Review format and a short narrative report (no more than 10 pages) to
support findings of the review.
Timing
A
total of 20 days consultancy to be completed and final report delivered by 30
January 2015.

Chambers and Ida Suriany from UK Climate Change Unit
Background
ICCTF is projected to be Indonesia’s first
national trust fund managing grants on climate change in-line with the new
Presidential Decree No 80/2011 on Trust Funds. The UKCCU has provided £6.2m to
the ICCTF via UNDP since March 2010.
The
goal of the programme is to support the Government of Indonesia to provide more
effective leadership and management of climate change programming to deliver
emissions reduction and poverty reduction outcomes. The purpose of the ICCTF is
to efficiently and effectively operate as a National Trust Fund Manager to
support the efforts of Indonesia in reducing greenhouse gas emissions and
developing a low carbon economy, and furthermore to adapt to the adverse
effects of climate change.
The
purpose of the project will be achieved by two main areas of work:

Identifying
and financing priority climate change initiatives in three windows: energy,
land based mitigation and adaptation as prioritised by the Government
-
Supporting
the establishment and developing the capacity of the ICCTF as a National Trust
Fund.
These
projected results are set out in the logframe underpinning the project. The
consultant will need to carefully consider whether these results have been
achieved and what other impacts the programme has had.
It
will be important to collect evidence to support any conclusions made about
results and impact.
Competencies
A consultant with:

in-depth
knowledge and experience of working on climate change policy in Indonesia

proven
ability to review and evaluation projects

excellent
communication and facilitation skills

ability
to write clearly and succinctly

experience
of completing a DFID AR or PCR is desirable
