Title : Active Case Finding among
HIV Key Affected Population in Indonesia
Project
Description :
TB REACH is a special initiative of the Stop TB
Partnership Secretariat. Its main objective is to increase case detection of
TB, detect the disease as early as possible, and ensure timely and complete
treatment while maintaining high TB cure rates. TB REACH focuses on reaching
people with limited or no access to TB services and looking for innovative ways
to do this.
TB REACH has provided the Indonesian Ministry of
Health (HIV/AIDS Sub-Directorate) financial support towards the implementation
of active case finding among HIV affected population in 23 District
(Kabupaten/Kota) across 4 provinces (West Java, Banten, DKI Jakarta and Papua).
The target populations of this TB REACH Wave 4 project include people who
inject drugs (PWID), female sex workers (FSWs) and transgenders.
Through the implementation of HIV control program,
the HIV/AIDS Sub-Directorate and its civil society partners have privileged
access to these key affected population which are currently not targeted for
active TB screening. Thus, the Project aims to optimize the impact of the
Programs by including the TB active screening into the normal HIV/AIDS
interventions targeting these HIV vulnerable groups.
Duty

Purpose of
the position :
Reporting directly to the Head of HIV/AIDS
Sub-Directorate, the Project Manager will manage and support the timely and
quality implementation of TB REACH Wave 4 Project.
Responsibilities :
- Develop implementation and monitoring plan based on approved project design and within agreed timeline;
- Coordinate project implementation with the Head of HIV/AIDS Sub-Directorate, TB-HIV Technical Advisors (from NAP, NTP, WHO and FHI360), and project implementation staff;
- Provide effective coordination and supervision to project implementation staff at central and provincial level to ensure that work proceeds according to the approved work plan and TB REACH Wave 4 Project’s objectives are achieved;
- Ensure financial resources are effectively and efficiently managed by the provinces according to the approved TB REACH Wave 4 budget, and ensure compliance of project administration requirements at provincial level according to the TB REACH Wave 4 Operational Manual and in line with GoI rules and regulations;
- Monitor and ensure quality, timely implementation and reporting of all approved activities and budget allocated provincially against expenditure - technical and financial, and report monthly to the Head of HIV/AIDS Sub-Directorate on any variances;
- Maintain effective relationship and regular communication with all partners and ensure timely response to any donor requests for information updates;
- Input and update project data into TB REACH Grant Management System (GMS);
- Oversee arrangements for any project visits by donor;
- Coordinate and actively participate in monthly TB REACH Wave 4 Team meetings and other internal coordination and planning meetings at central level.
Qualifications :
- University degree in Public Health, Development Studies or Social Studies
- Working experience in project and financial management, including planning, monitoring, and preparation of reports
- Demonstrated experience in project implementation, monitoring & evaluation
- Knowledge of public health and TB-HIV collaboration
- At least 3 years of work experience as a team leader/supervisor
- Good communication and interpersonal skills
- Excellent computer literate
- Fluent in oral and written Bahasa Indonesia and English
