Background
DAI is preparing a proposal for Sustainable Ecosystems Advanced (SEA), an anticipated 5-year marine biodiversity conservation and sustainable fisheries project in Indonesia. The project will apply an ecosystem-based approach to management (EBM) towards reforming fisheries management; improving marine and sustainable fisheries governance; and promoting marine protected areas to enhance fisheries productivity, food and nutrition security, and sustainable livelihoods.  It is anticipated that SEA will have offices in Jakarta and Eastern Indonesia—West Papua, North Maluku, and Maluku.

Marine Spatial Planning Specialist Sought
DAI seeks a Marine Spatial Planning Specialist to be based in Jakarta for implementation of SEA.  The Marine Spatial Planning Specialist will develop and manage—through consultation with local government partners and fisheries and conservation stakeholders—all marine spatial planning (MSP) applications to support project implementation and achievement of objectives.  MSP will be a critical input to project planning, development of fisheries management plans and decision-making for sustainable fisheries management and marine conservation interventions.  The Marine Spatial Planning Specialist will also collaborate with Ministry of Marine Affairs and Fisheries (MMAF) and local government partners to mainstream MSP into management practices and national policy; and will support implementation of a performance monitoring system to monitor progress against implementation timelines. 

The specific responsibilities will include:
  • Apply MSP to assess opportunities for project-led interventions in SEA’s target districts.
  • Collaborate on implementation of baseline assessments of marine ecosystem in target districts.
  • Support government partner efforts to use MSP to inform development of Fishery Management Plans and decision-making for marine conservation and sustainable fisheries management interventions. 
  • Develop implementation and performance monitoring plans for MSP integration into government policy and practice.
Qualifications Required
  • At least 5 years of professional experience and demonstrated marine spatial planning experience in Indonesia. 
  • Bachelor’s degree in Natural Resources Management, Marine Science, Geography, GIS or related field.
  • Proficiency in the development and management of spatial data, relational databases and developing spatial models is preferred. 
  • Experience applying and providing training in the use of spatial planning tools in natural resources management applications is highly desired 
  • Experience working with geospatial datasets, remote sensing / geospatial associations, or geospatial humanitarian missions is highly desired. 
  • Ability to maintain effective working relationships with all levels of staff, donors, and stakeholders.
  • Fluency in Bahasa Indonesian and proficiency in English.
