Indonesia's Looking an Individual Consultant to Conduct Donor Mapping in
Indonesia
Background:
Catholic
Relief Services (CRS) is a US – based voluntary organization working in more
than 80 countries around the world to assist people victims of disasters,
people in need and the disadvantaged regardless of race, belief or nationality.
CRS has been
operating in Indonesia since 1957 under a Memorandum of Understanding with the
Ministry of Social Affairs to support local communities struggling to alleviate
human suffering, eradicate poverty, and become self-reliant through the
implementation of mother and child health and nutrition programs, agricultural
livelihoods, and disaster risk reduction. CRS is also a major player in
humanitarian and disaster response intervention in Indonesia.
CRS implements
its programs in collaboration with local non – government organizations
operating in CRS’ geographical target areas. Every 3 to 5 years, CRS develops a
strategy document that servers as the strategic directions and priorities for
CRS in country, as well as the basis for country program accountability and
performance tracking. In general, the strategy describes the country working
environment, key issues to be addressed, sector programs to be implemented to
address the identified issues, strategy for each program, current capacity
(program, management, human resources, etc.), partnership, and resource
acquisition plan to support the implementation of the planned programs. One of
the steps in the strategy development process is for CRS to conduct a donor
mapping to identify and map out donor agencies supporting Indonesia. To ensure
objectivity of the process, CRS intends to hire a national consultant to
conduct a thorough identification and mapping donor agencies supporting and
working in Indonesia.
Contract Period
The consultancy work shall be completed within a 2-month period
starting from after hired.
Objective of the Donor Mapping
- To identify donor organizations and agencies, both public and private donors including corporations/private sectors, working in and/or supporting development and/or emergency response programming in Indonesia (country of origin, length of operation in Indonesia, etc.). This includes donor working through offices in Indonesia but also donors without a presence who support programs in Indonesia.
- To map out the identified donors’ programs strategies for Indonesia, funding level, implementation strategies (partnership with local NGOs, government, etc.) and geographical focus.
Works to be accomplished:
- Develop design and plan for the donor identification and mapping, including the approach and tools for the mapping exercise. The mapping tools will also collect information on the donors’ perception of CRS works and performance in general.
- Conduct literature/desk review (websites, donors’ annual reports, etc.) of existing donors in Indonesia and pull out key information relevant to the objectives of the consultancy.
- Organize and schedule meetings with identified donors at national level (Jakarta greater area) to gather further information, to verify and/or triangulate the information from the literature review. The meeting will also assess the donors’ current and future program strategy, particularly those relating to Emergency Response/Disaster Risk Reduction/Climate Change, Agricultural Livelihood and Health; type of interventions; strengths, challenges, gaps and best practices of the current programs, funding level, etc.
- Collect, record, compile and analyze the data and information gathered from the above activities for further discussion and recommendation for the SPP (Strategic Program Planning)
Location and Key Contacts:
The
consultancy activity will take place mostly in Jakarta (for briefing,
debriefing and mapping planning development), with possible travel outside of
Jakarta for meeting with donors whose office are not in Jakarta.
