World Food Programme, Indonesia invites applications from the eligible candidates for the following position:

Title: National Programme Officer for Monitoring and Evaluation
Duty station: Jakarta Country Office
Contract Type: Service Contract

Accountabilities: Under direct supervision by the head of unit for food security analysis and program monitoring and the overall supervision of the Country Director, the incumbent will act as M&E and reporting officer for all of WFP Indonesia. The incumbent will assist in the overall management of the reporting unit and be responsible for a wide variety of internal and external reports.

1) M&E Framework and general management
  • Ensure comprehensive monitoring and evaluation of all projects by putting in place innovative methods and tools 
  • Advise country office management in overall M&E strategy, including providing analysis of program performance and goals, and give recommendations on resourcing and prioritization
  • Ensure that the M&E system delivers on the strategic function of demonstrating with hard evidence the level of effectiveness of WFP prototypes
2) Capacity building
  • Conduct a joint capacity assessment of government counterparts M&E abilities and build consensus about strengths and weaknesses 
  • Design a strategy and program to build capacity within key government counterparts, enabling them to effectively monitor the performance and impact of their programs
3) Policy advocacy
  • Work with implementing WFP units to build on M&E data to produce policy advocacy materials, inspiring external learning and positive change in the programs of partnering organizations 
  • Externally disseminate advocacy materials and monitor the impact on partners and the degree that external actors adopt strategies or methods promoted by WFP
4) Work plan administration
  • Coordinate the annual effort of developing log frames and work plans
  • Coordinate the quarterly and annual work plan reviews
  • Update Log Frames as projects and activities change
5) Monitoring
  • Supervise the continuous improvement and adjustment of the M&E information system, including computer systems and data collection tools 
  • Track and facilitate the submission of M&E data from reporting units and SOs and produce monthly M&E bulletin.
  • Consolidate and analyze quantitative and qualitative data for monthly M&E reports, quarterly program review meetings, CO reports, briefings, funding proposals, the CO Annual Meeting etc.
  • Train and empower SO staff to not only collect data, but also to interpret it and manage problems proactively
6) Evaluations
  • Lead the planning and implementation of the M&E studies: baseline, end lines and follow up studies
  • Conduct and coordinate Lessons Learned studies
  • Ensure that Process Monitoring systematically informs the Lessons Learned Studies
7) Knowledge management
  • Improve knowledge management of WFP Indonesia coordinating with relevant parties
  • Develop an internal information sharing platform
  • Encourage internal learning, drawing on analysis from monitoring and evaluation studies
8) Produce M&E reports as needed, including:
  • Coordinate the timely production of Quarterly Scorecards
  • Consolidate the monthly SitReps
  • Consolidate the annual Partnership-based Project Reports (for use in the Lessons Learned Study)
  •  Produce the monthly Executive Brief for the Regional Bureau and WFP Headquarters
  • Produce a quarterly M&E Bulletin for CO and sub-office staff on key M&E initiatives, action taken and inputs required from WFP staff
  • Produce the Annual Standard Project Report (SPR) as required for WFP corporate annual reporting
9) Formal capacities
  • Act as a CO Focal Point for Evaluation
  • Act as the Focal Point for M&E in the implementation of the UNPDF
  • Act as focal point for SPR
Qualifications and Experiences:
Education: University degree and/or equivalent experience with emphasis in one or more of the following disciplines: economics, agriculture, international affairs, business administration, social sciences, development studies, communications or a field relevant to international development assistance.

Experience: A minimum of three years of postgraduate in commerce, development, administration or food aid support is required, but longer experience is a plus.

Knowledge: Highly skilled at utilizing standard soft wares including word processing, spreadsheets. Good analytical skills. General knowledge of UN system policies, rules, regulations and procedures governing administration is an asset.

Language: Fluency in both oral and written English and Bahasa Indonesia. Excellent writing skills are a prerequisite.
