Project Officer – BELAJAR Project

Save the Children currently implementing Better Literacy for Academic Results (BELAJAR) Project aims to improve literacy outcomes for 9,400 early primary students (years 1-3) in the Belu District, Nusa Tenggara Timor (NTT) province in Indonesia. The BELAJAR project will work with educators and communities to improve literacy outcomes for early year primary students in Eastern Indonesia.  Save the Children will use its proven and innovative Literacy Boost methodology in 80 schools and benefit an estimated 9,400 students. Students will learn to read independently, using activities to promote reading inside and outside the classroom, which will lead to improved life-long learning.  Save the Children will implement BELAJAR with communities, educators, and the District Government.  It will complement ongoing Save the Children education projects, build evidence, and leverage the Government of Indonesia contributions.

As the project started by this April 2013, and currently we will need Project Officer to work on this project. The Project Officer BELAJAR Project will be responsible for the implementation of all activities in target schools in Belu, NTT district. S/he will be responsible for programmatic implementation and monitoring of all project activities, and the development of the project work plan.  S/he will ensure that all activities included in the implementation plan are implemented and literacy outcomes are assessed.  S/he will report to the Senior Project Officer and be supported by a small finance and administration team in Belu, NTT.

KEY AREAS OF ACCOUNTABILITY:
  • Ensure BELAJAR Project activities in Belu are implemented according to the detailed implementation plan including leading the technical implementation of the project in the field.
  • With input from outside technical experts, ensure high-quality technical implementation of all project interventions according to global best practices, and lessons learned from SC programming in Indonesia and globally.
  • Ensure close collaboration with local stakeholders including establishing and developing strong and effective relationships with key district government officials and non-governmental stakeholders.  This will include collaborating with the local government on school selection, coordinating teacher training, reporting, and project public events such as results dissemination.  It will also include mobilizing communities in support of this project.
  • Together with the Senior Project Officer and Project Assistant, he/she will provide preparation for the Baseline Assessment of the BELAJAR project.
  • Together with the Senior Project Officer, Monitoring and Evaluation Officer and with assistance from other staff, develop an effective monitoring, evaluation and reporting system (including documenting activities) to ensure the effectiveness of project implementation. 
  • Together with Project Assistant and Procurement and Logistic Assistant ensure the procurement and delivery of all materials needed for activity both at school and in community is timely.
  • Together with Project Assistant monitoring regular activities both in school and communities (reading camp, reading awareness session)
  • Provide effective management and supervision of one staff member.
  • Ensure that there is close coordination with other Save the Children projects in Belu.
  • Together with Senior Project Officer undertake advocacy activities in policy level and other advocacy activity  to ensure the sustainability of the project
  • Provide monthly report and monthly work plan, and submit to Senior Project Officer
Emergency Response Management:
Be part of project activities, financial and budget management when there is a need  to respond to any potential emergencies at all areas

QUALIFICATION
  • Knowledge and skills in methods to promote improvements in early grade primary education on literacy skills
  • Proven skills to develop an implementation plan and then efficiently implement activities
  • Demonstrated ability to write high-quality reports and other project documents in Indonesian and English
  • Proven ability to manage financial resources according to donor and organization regulations and reporting requirements
  • Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches
