PLAN INDONESIA Vacancy: ASSI Project Supervisor, Jakarta

Due to organizational new structure,  Plan Indonesia is looking for a dynamic Indonesian national to fill the position of:

ASEAN Safe School Initiative (ASSI) Project Supervisor (Jakarta )

JOB SUMMARY:   
  • Implementing the ASEAN Safe School Initiative (ASSI) to increase access to safe school environment for children in disaster prone communities 
  • Responsible for the implementation, follow up and reporting of the project activity(ies) that may include trainings, facilitation, data collecting, advocating, etc. in his/her geographic area of responsibility.
  • Responsible for the implementation of the goals determined for him/her in his/her personal IAP and of the stakes in the Job Profile.
  • Responsible for communicating project thematic to the community, government (national, province and local), partners and others stake holder.
  • Support in monitoring and evaluation in coordination with National DRR Project Manager Monitoring Specialist at CO level.
  • Responsible for collecting data and informations in coordination with National DRR Project Manager at CO level.
  • Represent Plan Indonesia in any district/province and national meeting relate with Safe School and DRR initiative as well as in network meetings.
  • Ensures that all learning of the project implementation is documented and shared within Plan Indonesia as well as with implementing partners.
  • Ensure the transmission of the image, ethics, strategy and working methodology of Plan Indonesia to the local partners, authorities and the community on the field.
  • Close cooperation and coordination with Urban Safe School Coordinator to ensure that project implementation is running well.
MAIN RESPONSIBILITIES (R) AND TASKS (T):
  • Policies, tools and technical capacity are in place and being utilised through inter-agency collaboration to promote safe schools at the country and school levels (65% of time) 
    • Support and coordination with ASSI partners in implementing Safe School in targeted schools. 
    • Represent Plan in Ditrict, provincial and National level thematic forums as assigned by the National DRR Project Manager.  
    • Coordination with BNPB, BPBD, Ministry of Education, Education Office, Ministry of Religion and Ministry of Public Work at national and provincial level regarding implementation of Safe School project.
    • Strengthen capacity of existing National Secretariat for Safer School in Indonesia to promote and scale up more inclusive safe schools initiative.
    • Develop inclusive  training modules on Safe Schools for key stakeholders (NDMO, Education office and school leader).
    • Establish and conduct TOT for national master trainer on Safe Schools in collaboration with training center National Disaster Management Agency.
  • Promote ASEAN Safe School Initiative to wider audience at school, community, national and regional level. (35% of time) 
    • Conduct series of dissemination activity on existing Safe School policies, guidelines and standards
    • Organize annual national Safe Schools conference with all relevant stakeholders 
    • Develop inclusive IEC materials on Safe Schools 
    • Piloting and promoting ASSI in 2 target primary schools in North Jakarta 
    • Support the participation of Indonesian NDMOs and MOEs in the launching of ASSI program and consultation of ASEAN CSS framework
    • Support the participation of Indonesian NDMOs and MOEs for the launching of ASEAN  common framework on safe school
    • Field testing on school Vulnerability and Capacity Assessment tools and School Disaster Management guidelines in Indonesia
    • Support the participation of key stakeholders from MOE, NDMO, ASEAN Secretarian and ASSI PMT in key events related to school safety and DRR and education in the region
    • Promoting ASSI in the  ASEAN Day for Disaster Risk Reduction  2015
    • Participation in the World Conference on DRR, Sendai Japan 2015
    • Project Management (10% of time)
  • Manages the activities and the achievement of outputs in the respective field 
  • Review the TOR and any relevant document on ASSI Project that been submitted by the local partner.
  • Provide regularly update in PPM system related to the project implementation
  • To prepare thematic quarterly, semester, and annual program reports for internal and External purpose (government, public) including reporting update as needed by Donor and Plan internally.
  • Support Communication and PME department, in documenting of all related project implementation and best practices.
  • Responsible for collecting data and information in coordination with National DRR Project Manager at CO level.
  • Regularly monitoring to the local implementing partner including field monitoring to the targeted communities.
  • Develop and review MER Plan of Urban DRR Project in collaboration with PME Team.
  • Organize meeting/workshop with the local implementing partner to evaluate of project.
  • Review the financial report that submitted by the local partner in coordination with DRR National Project Manager, Grant Accountant and Finance Manager.
  • Prepare payment request, fund request and budget modification in coordination with Finance team, DRR National Project Manager, and Grant Accountant
  • Prepare the contract agreement between Plan International and the local partner to implement Urban DRR Project.
COMPETENCY REQUIREMENTS:
  • At least 3 years of DRR  experience with international NGOs or international organizations of which 2 years have been completed in the field; 
  • Experiences in advocacy work particulary on disaster risk management and education sector.
  • Experience in project development (Develop TOR, Workplan, logframe, budget development, etc.);
  • Financial and budgeting skills;
  • Ability and willingness to undertake frequent travel;
  • Ability to deploy at short notice;
  • Excellent communication skills (verbal and written); strong negotiation and facilitation skills;
  • Ability to work to tight deadlines, under pressure and to multi-task;
  • Ability to work in insecure and difficult environments 
  • Understand well on program cycle: planning, implementing, monitoring and evaluating development projects
  • Commitment to child rights and CCCD implementation
