The Program
The
Australia Indonesia Partnership for Health Systems Strengthening
(AIPHSS) is a Government of Indonesia program supported by the
Australian Government Department
of Foreign Affairs and Trade (DFAT). The Partnership aims to strengthen
key health system building blocks (health financing, health workforce,
and service delivery) and improve the use of evidence in policy making.
These system improvements will strengthen
the quality of, and access to, primary health care services for the
poor and vulnerable in Indonesia and in the longer term contribute to
improving the health status of poor people. Currently the program is
being implemented in two provinces and eight districts
as well as at the central level.
An
Independent Progress Review of AIPHSS was conducted in the January 2014
which recommended a streamlining
of the current management structure and a strategic re-focus of the
AIPHSS program. In line with the recommendations, we are currently
seeking high qualified candidate to fill the new
Technical Director position to the ISP.
The Position
Supported
by the ISP, the TD will provide technical leadership of AIPHSS and
guide effective implementation with the implementing units. The TD will
build positive
working relationships with senior executives in the MoH and proactively
seek ways to ensure the AIPHSS achieves sustainable health policy and
health systems strengthening outcomes. The TD will provide effective
solutions to the development of technical quality
control and knowledge management processes which will facilitate uptake
of AIPHSS products.
The
Technical Director will be expected to analyse and provide approaches to
linking the AIPHSS activities and avoiding fragmented approaches. In
order to achieve
a strong understanding of the MoH as an institution an understanding of
policy and program process is necessary. The position will build
positive trust-based relationships across the MoH and other government
agencies involved in the health sector.

The
Technical Director will ensure close co-working between
AIPHSS-supported work at the national level and the various
implementation pilots and operational research activities
carried out at sub-national level by other DFAT-funded programs
(especially those implemented by PERMATA and by the Health Policy
Network) and also by other relevant programs (e.g. those funded by other
partners or by local governments).
The Person
To
be considered for this role you should have demonstrated 15-20 years of
experience in Indonesian health sector, in-depth knowledge of health
policies, governance and institutional
arrangements for health, demonstrated knowledge of managing health
systems strengthening in international and Indonesian context,
experience of working with and within the MoH and having experience of
managing the health policy program in the MoH and understanding
of policy process and uptake. You should also have prior experience working in a senior role with DFAT or other international development partners.
