CARE International Indonesia Vacancy: Disaster Risk Reduction Specialist (DRRS), Kupang

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and enterprise & economic development.

CARE International Indonesia  in Kupang (East Nusa Tenggara)  is currently recruiting the following position for its project:

BACKGROUNDPartners for Resilience is an alliance consisting of five Netherlands based humanitarian, development, and environmental organization; including CARE International in the Netherlands, Wetlands International, the Netherlands Red Cross, and the Red Cross/Red Crescent Climate Centre; that have joint forces to reduce the impact of natural hazards on vulnerable communities. The Partners for Resilience strongly believe that through increased resilience people are able to withstand shocks in their environment and have a greater capacity to secure their livelihoods.

The Partners for Resilience has three strategies, which are: 1) Sustainable economic development and poverty reduction; 2) Strengthening of civil society and community empowerment, and 3) Policy dialogue and advocacy for stronger DRR/CCA policies and increased resources at all levels. The backbone of the Partners for Resilience consortium is the Linking & Learning activities where partners are working collaboratively to exchange knowledge and experiences at horizontal and vertical level, to enrich the quality of program’s logical framework and learning agenda.

CARE International Indonesia is part of the Partners for Resilience in Indonesia where CARE is working with a civil society partner to increased community resilience in 8 communities at 2 districts in West Timor of East Nusa Tenggara province. CARE & partner imply community-based adaptation approach to strengthen communities’ resilience mainly through livelihood improvements activities that focus on strengthening of the pentagon assets namely human, social, economic, infrastructure and natural assets.

JOB SUMMARY
The Disaster Risk Reduction Specialist (DRRS) position cover the scope of work of, but not limited to, provision of DRR perspectives and linkages among activities of the three strategic directions within the program and beyond. He/She is also a key person responsible to the integration perspective of disaster risks reduction to climate change adaptation an ecosystem management and restoration in the community level as well as to all relevant stakeholders.

RESPONSIBILITIES AND TASKS
  • Provide DRR perspective to the overall project implementation.
  • Provides support and technical assistance in the implementation of project’s area strategic directions to ensure achievement of project objectives and goals.
  • Provides support and technical assistance for capacity building for project beneficiaries, project team and implementing partner’s development.
  • Provide assistance and review project Terms of Reference in regards to project activities from disaster risks reduction perspective integrating to climate change adaptation and ecosystem management and restoration.
  • Carry out weekly meetings with staff and local partners to identify, discuss and resolve challenges.
  • Provide onsite visits to project beneficiaries to monitor progress, assess project effectiveness and recommend inputs on DRR perspective aligning with project approach.
  • Provides compilation of documentation and reports on project and activities implementation in a timely manner.
  • Contribute to monitoring and evaluation of the project by working closely with the PM and other team members.
  • Support field visits and project implementation monitoring in the delegation when needed and asked by the line manager.
  • Attend external meetings and coordination forums as and when requested by the line manager as well as partner’s coordination meeting and preparing minutes of the meeting.
  • Liaises with other organizations active in the field of the project works for the development of best practices and leveraging networks.
  • Identifying funding opportunities and inputs for proposal development at all level of the organization as requested.
QUALIFICATIONS
  • Minimum of Bachelor Degree in Social Study, Communications, or other related field; 
  • Minimum of five years' experience in community development works in Indonesia, work experience in NTT or eastern Indonesia region is highly desirable;
  • Knowledge and/or experience of the community based adaptation is desirable;
  • Knowledge of community based programming, disaster risk reduction, disaster preparedness, climate change adaptation, and ecosystem management restoration is desirable;
  • Demonstrated experience with the design, implementation, management and evaluation of programs preferred;
  • Excellent writing, editing and communications skills (Bahasa Indonesia) and fluency in English is highly required;
  • Strong computer skills (Microsoft Office, photo editing software etc.);
  • High attention to detail and has an orderly approach to tasks;
  • Ability to manage multiple tasks effectively and follow-up where required;
  • Ability to work in a team and under pressure: the position requires an individual who is flexible, can work overtime when required, learns quickly and displays initiative;
  • Gender and cultural awareness, sensitivity required, and dedication to CARE's mission;
  • Understanding and skills in relation to facilitating institutional development and organizational change;
  • Prior experience working with NGOs/INGOs in a multicultural environment is desirable.
