The American Red Cross Vacancy: Finance Manager, Jakarta

Organizational Context - The American Red Cross (Amcross) helps vulnerable people around the world to mitigate, prepare for and respond to disasters, complex humanitarian emergencies and life-threatening health conditions. It is a member of the International Federation of Red Cross and Red Crescent Societies (IFRC) and works closely with Palang Merah Indonesia (PMI). Currently Amcross supports programs in Aceh, JABODETABEK, West Java, Central Java, Bali and NTB (Lombok).  Amcross works with the Indonesia Red Cross (PMI) focusing on 3 program sectors: Disaster Management, Health,  and Organizational Development.

Programmatic Context – This position is part of the Management Team and is responsible to provide overall leadership, guidance and supervision to Finance Department in regards to accurate accounting, financial information, management reports, budget management, ensuring the compliance with financial policies, procedures, and donor requirements, and ensuring an appropriate planning/documentation of cash flow management system within the American Red Cross supported Program in Indonesia 

Job Purpose
To provide technical management support, most especially related to financial management of the organization, including staff compliance with financial regulations, financial planning, financial skills development and aspects related to project budgeting and fund utilization  in achieving the objectives as established  in the Indonesia country office.

Job duties and responsibilities
  1. Responsible to the overall Financial Management of Amcross Indonesia Delegation which includes the timely submission of the monthly/quarterly/annual financial  reports to NHQ, ensures the compliance with GAAP, IFRC and Amcross policies and procedures, donor requirements and local laws.
  2. Ensure that appropriate finance system, procedures and controls are maintained and compliance with GAAP, IFRC, donor requirement and local laws.
  3. Prepare and review the monthly financial accounting reports at the end of each month to NHQ.
  4. Provide financial information in the SRMC, Quarterly Reports and other financial information queries.
  5. Monitor cash flow and ensure that sufficient funds are available in the bank when needed.
  6. Together with the Management team develop the budgets for new project proposals.
  7. Provide capacity building for PMI Finance Division.
  8. Coordinate with Shared Service Centre and International Finance Service (IFS) for any updates in the Financial Policy / Procedure.
  9. Continue develop and implement systems / tools to improve financial management and monitoring in the country program.
  10. Doing the staff/organizational development of PMI in Finance
Position requirements
1. Education
  • Bachelor’s Degree in Finance or Accounting required; Master’s Degree is an advantage
2. Experience
  • At lease 4 years project accounting experience within NGO of related experience at the national and/or international level in development program, and scholarship program preferably within a bilateral/multilateral development agency, including employment with a non-profit organization with a proven track record of success
  • HR management of technical/financial teamUnderstanding of and/or experience with the Red Cross and Red Crescent Movement;
  • Capacity building and/or experience with institutional strengthening; 2-3 years’ experience in community development, relief, humanitarian or related professional experience at a similar capacity.
3. Knowledge and technical capacity 
  • Working knowledge of EPICOR, Quickbooks or other accounting software 
  • Strong knowledge in Microsoft Office Suites (Word, Excel, PPT, etc.)
  • Excellent reporting (is a MUST)
  • Institutional  staff development in  book-keeping, accounting, Finance
  • Honest, accurate,  and punctual
