Description:
The Reinvigorating Family Planning in Indonesia Project, funded by the Bill and Melinda Gates Foundation, is a two and a half year project aimed at increasing modern contraceptive use in Indonesia aligning with the FP2020 commitment to enable an additional 120 million women in the world's poorest countries to use modern contraception by 2020.

According to a recent contraceptive SCM assessment and information from BkkbN, there is a relatively high level of contraceptive supply stock outs, up to 47%, at a majority of contraceptive service delivery points (SDPs). However, neither granular data on actual product availability nor specific data on supply chain system performance is available at the district level. To be successful, family planning programs require strong, well designed, well operated supply chains to deliver products to clients when and where they need them. JSI will be leading the supply chain component of this project to ensure that products are available, and once informed by a comprehensive assessment, will address specific supply chain challenges in each pilot district.

The Resident
Logistics Advisor will be based in Jakarta, Indonesia and is responsible for overseeing operations, coordinating and managing implementation of the project workplan to support achievement of the project goals and objectives. S/he will oversee office operations to ensure seamless undertaking of activities and stay in regular communication with all project and HQ team members to facilitate information sharing. The RLA will report to the XXX in Arlington, VA and support collaboration with PFSA, FMOH, other implementing partners in Ethiopia.

S/he is responsible for maintaining effective communication with the project staff in Indonesia and the US, The Bill and Melinda Gates Foundation, JHU CCP as the project lead, Futures Institute, JPHEIGO and DKT as key partners, and BkkbN as the key stakeholder.


Responsibilities:
  • Work with the US and Indonesia project team members and in-country stakeholders to develop and implement an annual workplan that supports the strengthening of the supply chain for the Family Planning program in Indonesia in the selected pilot provinces and districts and is consistent with the goals and objectives of the overall project. 
  • In collaboration with technical advisors, develop, organize, coordinate and participate the baseline assessment to collect data from each province and district to determine pilot interventions to be conducted throughout the project.
  • Work closely with the field staff and local partners to manage the testing and implementation of supply chain interventions and innovations to support the objectives of improve product availability in selected pilot districts and to share lessons/data on effective supply chain interventions for future use by BkkbN. This work will involve significant local travel to the Pukesmas health facility, district and provincial levels.
  • Provide supportive supervision, in collaboration with BkkbN supervisors, to all staff involved with the supply chain activities and interventions through regular field visits. 
  • Work with the US based and country team members to organize, to staff and to manage and implement technical activities in the workplan. Activities may include logistics system design, training of trainer’s workshops, monitoring and supervision, LMIS review, warehouse technical assistance, and further assessments and evaluations.
  • Serve as the prime interface on supply chain technical issues on the project and as the primary technical link between the field office and DC-based technical consultants.
  • Support, manage and work closely with partners and other sub-grantees of the project in country. 
  • Liaise with BkkBN and other stakeholders on supply chain issues related to the project, taking a lead role in coordinating, facilitating and catalyzing change when and if necessary.
  • Review and track annual workplan, budget, indicators, and milestones. 
  • Provide technical input into and review the Bill & Melinda Gates Foundation annual reports and other relevant reporting documents.
  • Supervise the 4 provincial coordinators and 1 administrative/finance contract officer and write performance evaluations on these staff.
  • Assure adherence to JSI’s standards for management and technical quality.
  • Participate in routine technical teleconference calls, team meetings and periodic team building exercises, and in close communication with the home office.
  • Perform other duties as assigned.
Qualifications:
  • Advanced degree (Masters Degree or higher) in public health or supply chain management. 
  • 8+ years working in the design, implementation, monitoring, and evaluation of international public health projects, which ideally have supply chain scope.
  • Strong managerial, organizational, and problem-solving skills.
  • Strong preference for a candidate who can identify and develop creative, innovative and cutting-edge solutions for existing supply chain challenges
  • Experience working in a government health system is highly desirable, although not required.
  • Knowledge of (or ability to grasp quickly) the JSI management and quality assurance systems.
  • Experience with the international donor community, including bilateral and multilateral donor agencies and private foundations. 
  • Excellent writing, communication, presentation, and organizational skills.
  • Strong preference for a candidate who is a team player, can take initiative, and demonstrates technical leadership.
  • Ability to work comfortably in the MS Office package, specifically MSWord, Excel, Access, and PowerPoint.
  • Fluency in both written and spoken English is a requirement of this position. Knowledge of Bahasa Indonesian and prior Indonesian experience are highly desirable in all cases.
