The Knowledge Sector Initiative (KSI) is a joint initiative between the Governments of Indonesia and Australia to improve the quality of public policies in Indonesia through the use of research, analysis and evidence. The program seeks to achieve this by supporting the capacity building of policy research institutes (the supply side), to improve the quality of their research to meet policy maker’s needs, improve systems and regulations in government to support research-based policy making (enabling environment), and to develop effective models for procuring and using research to strengthen policies that will benefit the country’s poor (the demand side), and working with various intermediary organizations involved in making research-based evidence accessible to policy makers including civil society organizations and the media (intermediaries). The program, projected to be 15 years in duration, started implementation in May 2013.

RTI-KSI is currently looking for highly qualified candidates to fill in the Monitoring and Evaluation Officerto be based in Jakarta, IndonesiaThis is a senior position requiring a minimum of 10 years program management experience.

Job Summary:

The objectives of the assignment are as follows:
  • To contribute to the collection and analysis of evidence that KSI is delivering appropriate and effective support to stakeholders and improving Indonesia's ability to produce and use high-quality evidence for policy-making;
  • To work with the Senior Advisor EOL, and with other M&E Team colleagues to develop and implement the KSI M&E framework;
  • To provide training and practical support to KSI partners to develop their own M&E systems;
  • To provide training and practical support to KSI staff to improve their capacity to do the M&E work within their components.
The basic hypothesis underpinning the design of KSI is that strategic targeted support to all of these stakeholders is necessary to improving Indonesia's ability to produce and use high-quality evidence for policy-making, and that different stakeholders will require specific interventions. Monitoring and evaluation in KSI will use a research approach to assess:
  • Whether the programme is actually improving the use of high-quality evidence in policymaking;
  • Whether it is necessary to work with all of the stakeholders strategically and simultaneously; and
  • Whether the support provided to individual stakeholders is increasing their capacity.
Essential Duties and Responsibilities:

Under the direction of the Senior Advisor Evaluation and Organisational Learning, and working closely with the Lead Technical Advisor, and the Senior Monitoring and Evaluation Specialist, the M&E Officers will:
  • Continue to develop and implement the overall M&E framework and M&E Plan;
  • Support the development of M&E at the program and component levels, and the key measures of progress and tools;
  • Provide practical support to all Component Leaders in implementation of the M&E Framework;
  • Provide practical support, including training, to KSI partners (policy research institutes, government, CSOs) to develop their own M&E systems;
  • Support the compilation of KSI progress reports that meet the requirements of Bappenas and DFAT as well as other primary users of the information such as national partners. An evidence-based, timely contribution to the Quality at Implementation Reports, Independent Progress Reports and Activity Completion Reports should be prepared where requested. Reports must reflect an analytical contribution where the implications of findings are explored, not simply reported; and
  • Support the EOL Advisor in meeting additional evaluation data requirements from the KSI team, Bappenas and DFAT.
Minimum Required Qualifications:
  • Master's Degree and/or PhD in relevant social science or policy field;
  • At least 5 years of relevant professional experience;
  • Demonstrated practical experience of research design, evaluation and implementing monitoring and evaluation systems for programs in resource constrained settings;
  • Demonstrated experience in a research or in a policy environment;
  • Demonstrated ability to break down and communicate complex concepts simply with a range of stakeholders in multi-cultural settings;
  • Demonstrated ability to develop and deliver M&E capacity building activities for implementation teams;
  • Demonstrated ability to facilitate learning from, and response to, M&E findings with implementation teams and other relevant stakeholders;
  • Ability to work well within a team and to work effectively with government and non-government stakeholders in the field; and
  • Excellent writing skills in Bahasa Indonesia. Fluency and strong capacity to read and write reports in English.
  • Experience in the delivery of development programs;
  • Experience in policy research and knowledge to policy theory;
  • Experience in the design and implementation of evaluations of projects and programmes involving behavioral change; and
  • Demonstrated commitment to keeping up to date with the theoretical and practice developments in the field of evaluation.
